We unleash the power and potential of America’s greatest strengths—its institutions of civil society, the innovations of its private sector, and the compassion and ingenuity of the American people—to build our national capacity and strengthen our national commitment to welcoming newcomers. Over the last three years, in partnership with over 400 private and civic sector partners and Americans all over the country, we have deployed policy, program, and technology innovations that mobilized over 2 million Americans to welcome nearly 800,000 newcomers in 17,000 zip codes across all 50 states, four times more than the U.S. government admitted through its publicly-funded, traditional refugee resettlement program over the same period of time.

    This innovative approach is transforming our national resettlement system for newcomers in need of safety, welcoming refugee newcomers in ways that are safe, legal, orderly, and at scale; provide the support newcomers and communities need to thrive together; reduce political friction and strengthen cross-divide bonds in our communities; preserve human dignity and enable human potential; and provide the talent our communities and economy need to thrive. It’s a powerful testament to the shared humanity that transcends borders, cultures, and differences, and a powerful testament to what happens when the private and civic sector and our communities are unleashed to address even the toughest global challenges.

    Head of Civic Participation and Economic Inclusion Programs

    Welcome.US is seeking a Head of Civic Participation and Economic Inclusion Programs to serve as a key part of our Senior Leadership Team. Welcome.US currently operates programs to engage companies, including Fortune 500 corporations, and community-based organizations in volunteer engagement to connect Americans directly with the work of welcoming. We also work with an extensive network of state and local partners, including governments, local and regional associations, and employers to support economic inclusion efforts for newcomers and their communities. As we expand our suite of programs, particularly around offering volunteer avenues and partnering with employers to best serve sponsors, welcomers, and newcomers through multiple, interconnected lines of effort, we need a leader to ensure these programmatic offerings achieve our strategic objectives in ways that are mutually reinforcing, scalable, and adjustable to reflect changing conditions.

    Responsibilities will include:

    • Oversee Welcome.US’ community revitalization and volunteer-based work, specifically related to partnering with employers and building out volunteer programs to engage Americans directly in the work of welcoming to ensure these programs are aligned with Welcome.US’ overall strategic objectives.
    • Oversee all aspects of relevant program design and implementation, focusing on avenues for Americans to participate directly in welcoming newcomers and on improving economic outcomes for newcomers.
    • Lead collaboration across the organization and with external partners to develop programmatic solutions, including collaborating with the Vice President of Technology to inform the design and continuous improvement of technology platforms that enable, scale, and optimize program delivery and the Vice President of Partnerships in supporting strategic community based organizations.
    • Manage relationships with relevant vendors and contractors as needed to support program operations.
    • Translate strategic objectives developed by Executive and Senior Leadership Teams into concrete programmatic deliverables and monitor performance against KPIs.
    • Manage a team leading volunteer engagement and economic inclusion programming, ensuring team members are empowered to implement and innovate in their programmatic areas and supporting them to respond to strategic shifts when necessary.
    • Collaborate closely with other senior leaders, including the Vice President of Partnerships and the Senior Director for Sponsorship Initiatives, to ensure Welcome.US’ movement building and grantmaking work are closely aligned and complementary with civic participation and economic inclusion efforts.
    • Reform existing programs and develop new programs to proactively address emerging needs and leverage Welcome.US for continued growth as a leader in providing alternative, cross-divide solutions for welcoming newcomers in need of refuge in ways that are safe, orderly, and legal, and that ensure Americans and their communities thrive alongside these newcomers.
    • Oversee budget development and monitor departmental costs to ensure the team stays on-budget while delivering on KPIs.

    Required Skills and Experience

    • Minimum 10 years of experience in program management, development, and operations, especially those involving partnering with employers or local organizations, including in the nonprofit or government sectors;
    • Experience in building programs from scratch and scaling programs at national scale;
    • Outstanding organizational and leadership abilities;
    • Experience building and managing a team;
    • Aptitude in decision-making, problem-solving, and a solution-oriented approach to work, with demonstrated creativity, adaptability and emphasis on deep collaboration with colleagues at all levels within the organization;
    • A “no task too small” mentality to achieve results with a dynamic team;
    • A growth mindset, taking responsibility for continuous personal performance improvement.

    • Demonstrated experience leveraging technology to design, scale, and manage programs, including collaboration with technical teams to define product needs and optimize user experience for program participants.
