    The Dorchester Bay EDC was established by three civic organizations with a broad set of purposes intended to address the problems of economic disinvestment: deterioration and abandonement of housing stock; the drastic decline in Upham's Corner business district; and high unemployment levels which have plagued the community for two decades. In 1997 the board identified four project priority areas: 1)Job Creation and Economic Development; 2)Housing; 3)Retail Development; 4)Social Development
