Family and Medical Counseling Service, Inc. (FMCS) is a nonprofit, community-based organization with programs designed to promote the development of emotionally and physically healthy individuals. The mission of FMCS is to employ community-based, culturally competent approaches to provide comprehensive services that promote the emotional and physical health of families and individuals, regardless of income or social status, and maximizing their quality of life. Although its clients come from all parts of the District, FMCS targets individuals and families who reside in the underserved communities east of the Anacostia River, in Wards 7 and 8.
The primary focus of FMCS’s medical care is to provide care for persons infected with HIV. FMCS also recently began to provide general primary care. FMCS uses a holistic approach that focuses on the total person. Although most of its medical clients are HIV-infected, FMCS emphasizes the significance of providing comprehensive services that address all of the client’s medical, behavioral, health, and social issues. Co-occurring issues that plague FMCS’s client population include hepatitis, substance abuse, hypertension, mental health, and diabetes.
One recent FMCS initiative is the DMV Project, a public/private partnership between Gilead Sciences, Inc., the DC Department of Health’s HIV/AIDS, Hepatitis, STD, and TB Administration, and FMCS. Free confidential HIV testing services will be offered at the Penn Branch of the Department of Motor Vehicles (DMV). This innovative program is the first of its kind and was developed with two primary goals in mind: to normalize HIV testing among DC residents and to increase the number of DC residents who have been tested for HIV.
