    Salary Range: $110,000 - $130,000

    • The Environmental League of Massachusetts (ELM) and the ELM Action Fund (ELM AF) advocate for policy and build political power to meet the scale and urgency of our environmental challenges. We are seeking a visionary and strategic leader for New England for Offshore Wind (NE4OSW), a collaborative, broad-based coalition advancing responsible offshore wind as clean, reliable, affordable, American energy. The Sr. Director of Offshore Wind will also be an integral member of a collegial and effective 23-person team. Read our

    The Senior Director of Offshore Wind will provide strategic vision and leadership for policy and politics and lead ELM and NE4OSW to ensure that New England harnesses these renewable resources in a timely and responsible way.

    Responsibilities:

    Vision & Leadership

    • Lead strategic offshore wind advocacy across New England; lead regular review and refinement of priorities and direct resources to the most cost effective and high-impact opportunities for policy and political progress.
    • Identify and pursue emerging opportunities, partnerships, and priorities in offshore wind development, transmission planning and cost allocation, community engagement, and key infrastructure
    • Stay ahead of political, policy, and market dynamics at the federal, state, and local levels.
    • Build ELM and NE4OSW’s stature, reach, reputation and influence. Effectively engage key stakeholders by serving as a public spokesperson and thought leader in the press, on social media, and at events.
    • Lead and advise strategic communications campaigns in collaboration with the Offshore Wind Communications team and other communications consultants and resources
    • Collaborate with ELM Policy & Regulatory Affairs Team and ELM Action Fund Political Team to advance offshore wind through state-level climate, clean energy, and electoral efforts.
    • Evaluate and prioritize opportunities for political and electoral impact in other New England states and support those efforts when appropriate
    • In partnership with the Development Team, engage with and inspire foundations and major donors. Cultivate, steward and grow funding relationships

    Coalition Strategy & Power

    • Drive strategy and vision of 100+ member New England for Offshore Wind coalition (NE4OSW)
    • Manage and mentor the Coalition Manager; support building alignment and consensus among the diverse coalition members across the six New England states—including environmental NGOs, labor, business, EJ groups, and academic institutions
    • Represent ELM and NE4OSW in public forums, coalition meetings, and policymaker briefings
    • Develop tactical advocacy campaigns, policy recommendations, and legislative strategies to advance offshore wind and transmission efforts

    Policy & Advocacy

    • Design and refine policy proposals for offshore wind permitting, transmission, energy storage, and markets
    • Advise and drive regulatory strategies, in collaboration with ELM’s Clean Grid Director and other key regulatory advocates and stakeholders
    • Monitor regulatory and legislative activity; respond rapidly to emerging opportunities and challenges
    • Draft compelling and persuasive advocacy, including sign-on letters and public comments

    Leadership & Staff Management

    • Lead a team of 2+ staff (including Coalition Manager and a to-be-hired Community Engagement Manager) and consultants
    • Build a collaborative, mission-driven team culture focused on innovation, clear strategic priorities, responsiveness, and effectiveness

    Qualifications:

    Required

    • Infectious enthusiasm for the missions of ELM and NE4OSW
    • Deep subject-matter expertise related to offshore wind
    • Strong teamwork, leadership, and management skills; ability to delegate, mentor, and coach to empower a team
    • Passion for people and coalition work
    • Experience balancing competing priorities and building consensus
    • Keen and practiced political instincts
    • Exceptional written and verbal communication skills, including ability to develop and deliver presentations to engage key stakeholders and articulate complex ideas clearly, accurately, and concisely
    • Collaborative, “all-hands-on
    • deck” orientation around getting work done
    • Commitment to integrating racial justice and equity into ELM and NE4OSW’s work and to ensuring an inclusive organizational culture

    Preferred

    • Understanding of New England states’ legislatures, Administrations, and political landscapes
    • A deep network of connections related to offshore wind, solar, transmission, and storage policy, as well as energy markets and clean energy regulation
    • Experience interacting with funders and preparing grant proposals and reports

    Compensation & Benefits:

    Salary range of $110,000-$130,000, depending on experience. ELM provides generous paid time off, health and dental insurance, Health Savings Account, and a 403(b) retirement plan with organizational match.

    This full-time role requires occasional morning and evening commitments outside of the standard 9-5 office hours. This position is based in Boston, MA and will require periodic travel to meet with key stakeholders within New England. ELM supports a hybrid work environment.
