    POSITION SUMMARY:

    Identity is seeking a full-time, Substance Use Disorder (SUD) Certified Prevention Professional/Sr Manager (SUD Sr. Manager) to lead a dynamic, hardworking, highly skilled, and successful team in providing SUD street and community outreach, prevention information, harm reduction strategies, family support, and linking youth ages 10 to age 25 with case management and treatment options throughout Montgomery County, MD.

    PRIMARY RESPONSIBILITIES:

    1. Provides day-to-day, administrative and budget oversight over the SUD Prevention/Intervention Program and any other SUD programs as awarded.
    2. Mentors, coaches, and conducts observations of staff to ensure high-quality delivery of services. Trains staff on Stages of Change, Motivational Interviewing, CRAFFT, ASSIT, ASYM Screening Tools, and Positive Youth Development to enhance relationships with youth experiencing SUD and their families.
    3. Establishes strong relationships with social service providers, nonprofits, treatment centers, DHS staff, Montgomery County Overdose Prevention Team, Montgomery County Police Department, Department of Juvenile Services to update team on latest County programs and services to increase client referrals.
    4. Reviews and establishes protocols to increase program efficiency, decrease wait-time between referrals and intakes, meets program outcomes, and provides high-quality, client-centered services.
    5. Monitors online and Google number referrals daily and assigns clients to case managers and responds to inquiries within 48 business hours.
    6. Evaluates client’s care coordination plans monthly to determine level of care and readiness for discharge from program.
    7. Supervises the Program Manager and works with him to set weekly team priorities, establishes an outreach calendar for street, community, and school outreach, and ensures proper collection of performance data.
    8. Provides one hour of clinical supervision to three case workers to ensure that service delivery plan goals are being met, coordinates clients’ care coordination with the Program Manager and caseworkers and evaluates clients’ readiness for discharge at three months and six months.
    9. Co-facilitates support groups for parents of youth struggling with SUD/OUD during hours that parents can meet, in-person or virtually, as dictated by parents’ needs.
    10. Collaborates with the Program Manager monthly to draft monthly and quarterly progress reports for the County.
    11. Accompanies the Program Director to key meetings with the County’s assigned Prevention & Harm Reduction Services staff, DHS, LBHA, CABH, MCPS, Overdose Prevention Team, first responders, SUD/OUD treatment providers, and other community-based organizations to strengthen relationships and facilitate referrals for services and programs.
    12. Ensures accurate collection and input of data into Identity’s Efforts-to-Outcomes and County’s Databases and works closely with Program Director and Identity’s internal Evaluation & Quality Assurance team to review data and create monthly, quarterly, and annual reports.
    13. Develops and delivers presentations and psycho-educational workshops to youth, families, and community members on prevention, harm reduction, and recovery pathways.
    14. Other duties as assigned.

    EDUCATION AND EXPERIENCE:

    • Must possess or have proof of working toward being a certified prevention specialist; or meets Maryland Association of Prevention Professionals and Advocates certification training requirements for a Certified Prevention Professional.
    • Must have a master’s in behavioral health, public health, education, or similar field.
    • Must have a minimum of five years’ experience in behavioral health working as a supervisor.
    • Must have a minimum of three years’ experience of working with individuals with mental health, substance use disorders, and/or co-occurring disorders.
    • Has a deep understanding of the Stage of Change, Motivational Interviewing, Substance Use Disorder and Opioid Use Disorder, harm reduction strategies, and is trained in using the CRAFFT, ASSIT, and ASYM screening tools or is open to learning to use these tools, knows about treatment options available in Maryland, and has experience in engaging clients for long-term recovery.
    • Has demonstrated experience managing staff, budgets, and reporting to funders.

    SKILLS AND ABILITIES:

    • The Senior Program Manager position requires flexibility to respond to the needs of the team and clients; especially while responding to crisis.
    • Excellent oral, written, and presentation skills in English is required. Bilingual in English/French or English/Spanish is desired.
    • Must be versed in using Microsoft 365/SharePoint Suite (Excel, Word, PPT, Teams, etc.), Adobe, Canva, and Zoom.
    • Must be able to pass a federal fingerprinting and background check.
    • Position requires travel between sites and access to a car, valid driver’s license and a clean driving record.
    • Must complete the following training upon hire: Advancing Youth Development, Child Protective Services, HIPAA, CPR/First Aid, Child Protective Services, etc.

    WORK ENVIRONMENT:

    • As an exempt employee, the Senior Program Manager is expected to work full-time, 40 hours and on occasion respond to staff emergencies, client needs, or community requests for support during the evening or weekend hours.
    • During the first 90 days, this position will be in-person to acclimate the Senior Program Manager to the role and provide adequate training. Once the 90-day probationary period is over, the position will be hybrid (60% in person, 40% remote).
    • When working remotely, Senior Program Manager must have consistent, full-time access to Wi-Fi/Internet and a quiet working environment and be available to answer emails, phone calls, texts, and Teams chats during scheduled working hours.
    • Must be flexible during the workday to move from remote location to on-site/schools/office as needed to serve the needs of staff and clients.
    • The ability to lift and move up to 10 lbs.
