    Position Overview

    The HR Partner, Performance & Relationships is responsible for the overall support and

    management of the organization’s employee relations, performance management, and

    workplace communication practices and protocols. This senior-level position is both strategic

    and operational, playing a critical role in cultivating an equitable, feedback-driven workplace

    culture, maintaining compliance in a unionized environment, and using data to improve

    organizational performance. This role will report directly to the Associate Director of People

    Operations and work closely with staff and managers across teams to promote clarity,

    consistency, and trust in TMC’s people practices.

    Responsibilities

    Employee Relations and Conflict Resolution

    • Provides a broad range of professional employee relations activities, including conflict resolution, complaint investigation, policy interpretation, and preparing and delivering related summary reports and recommendations.
    • Serves as the initial contact and liaison for grievance and feedback on employee complaints.
    • Serves as the initial contact and liaison for extended leave and accommodation requests.
    • Coaches and advises employees and management through sensitive HR issues to resolve conflicts and seek workable solutions.
    • Conducts individual and/or group facilitation to foster effective communication and healthy workplace relationships among employees and management.
    • Investigates work-related or compliance issues and prepares summary reports, conclusions, and recommendations.
    • Escalates complex or high-risk issues to the Associate Director and/or legal counsel as appropriate, ensuring alignment with TMC’s legal obligations and labor relations strategy.
    • Oversees all employee lifecycle interviews regarding employee experience and conducts any necessary follow-up to feedback or information learned through these interviews, including regular summary reporting and recommendations.

    Employment Compliance

    • Leads the intake, recommendation, implementation, and documentation of extended leave and accommodation requests, with support from the HR Generalist and in consultation with the Associate Director of People Operations.
    • Manages all record-keeping related to leaves, accommodations, performance management, and investigations.
    • Oversight of thorough, accurate, and compliant employee records and personnel files.
    • Assists with preparing plans, policies, documents, and reporting associated with all human resource and Union compliance needs.
    • Provides advice and counsel to supervisors on employee issues related to CBA, internal policy, and employment law.

    Feedback Systems and Employee Experience

    • Conducts surveys, interviews, and other research on human resource policies, compensation, and other labor negotiations; collects information and reports results to Human Resources Leadership.
    • Uses surveys, interviews, and other studies to conduct research regarding human resource policies, compensation, and other employment issues. After analyzing the information, makes recommendations on changes, adjustments, or enhancements.
    • Committed to furthering anti-racism, equity, and racial justice in all efforts and expects all stakeholders to participate in this work.
    • Adheres to organization policies and procedures; promotes and supports mission, vision, and values, including developing and participating in internal surveys and data collection for continuous improvement initiatives.

    Performance Management and Data Analytics

    • Serves as the primary owner of TMC’s performance management processes, in alignment with organization strategy.
    • Leads introductory period and performance management cycles, including goal-setting, feedback, and evaluation processes.
    • Collaborates with managers to ensure consistent and fair application of performance standards and policies.
    • Creates and maintains dashboards and other regular reports that support org-wide performance management goals and objectives.
    • Uses data analytics to assess employee engagement, performance metrics, and compliance status.
    • Leverages data maintained by the HR Generalist to produce dashboards and reports; partners to ensure data accuracy and consistency across platforms.
    • Prepares reports and presentations for leadership regarding employee relations trends and initiatives.
    • Serves as an expert in employee experience, national trends, and best practices in the use of data to inform organizational strategy.

    Strategic HR Operations and Continuous Improvement

    • Collaborates with the People & Culture Team to identify, recommend, and implement system and process improvements that align with TMC’s strategic goals.
    • Prioritizes and manages relevant support requests and communicates best practices and solutions to common organization-wide challenges.
    • Actively participates in People & Culture budgeting needs.
    • Performs other duties outlined by the Associate Director of People Operations.

    Qualifications

    Experience

    • 5+ years of progressive HR experience, including 3+ years in a senior-level or managerial HR role
    • Current HR Certification (PHR, SPHR, SHRM-CP, SHRM-SCP).
    • Demonstrated experience with employee relations, conflict resolution, and performance management
    • Experience working in or with unionized workplaces, including familiarity with collectiven bargaining agreements (CBAs)
    • Experience using HRIS systems and data analytics for decision-making
    • Strong background in HR compliance, employment law, and workplace investigations
    • Experience working in or with mission-driven, progressive, or nonprofit organizations
    • Demonstrated commitment to anti-racism, equity, and justice in workplace practices

    Skills

    • Demonstrated facilitation skills, particularly in leading sensitive conversations, performance dialogues, and learning spaces that promote trust, clarity, and psychological safety
    • Expert interpersonal and communication skills; able to coach, mediate, and advise across levels
    • High emotional intelligence and discretion in handling confidential matters
    • Strong project management skills, with the ability to juggle multiple priorities
    • Proficiency with HR data analysis and performance dashboards
    • Ability to translate complex employment law concepts into practical guidance for staff and managers
    • Comfortable working independently in a fully remote environment We especially encourage applications from people who have any of these additional qualifications, which are preferred but not required:
    • Proven ability to design and facilitate organization-wide trainings on HR topics
    • Experience supporting organizations through moments of change management
    • Experience developing people strategies aligned with DEIA initiatives, retention, and engagement goals

    Location Requirements

    • While TMC’s workplace is remote, we require staff members to reside in and work in the continental United States.

    position is $97,470-$100,547. TMC adheres to a 5 year compensation plan allowing for
