    About the Supportive Housing Network of New York

    The Supportive Housing Network of New York represents approximately 200 nonprofit organizations that own and operate over 60,000 units of supportive housing across New York State. The Network uses advocacy, public education, training, technical assistance, research, and policy analysis to sustain and expand supportive housing – affordable housing with voluntary services for formerly homeless people with disabilities and special needs. The Network identifies and shares best practices that continually improve the model’s effectiveness and, most importantly, encourages the creation of enough supportive housing to end homelessness among New Yorkers.

    Job Description

    As a member of the Network’s policy team, the Policy and Programs Manager (“Manager”) will focus on NYC budget and policy analysis, advocacy, research, member support, and programming. The Manager will monitor city policies, legislation and budgetary issues that affect the industry’s ability to develop and preserve supportive housing and deliver quality services. They will also drive programming initiatives that strengthen the Network and its membership’s capacity to serve tenants, and workforce more effectively. The position requires someone passionate about housing and homelessness issues, who is able to work collaboratively across sectors, including with nonprofit, corporate, and affiliate members, government agencies, elected officials, and coalition members.

    The NYC Policy and Programs Manager will report to the Director of Policy and Advocacy. This is a hybrid position based in NYC with frequent travel throughout NYC and occasional travel to conferences and events across the state and in Washington D.C.

    Policy & Advocacy

    • Monitor and analyze City budget items, legislation, regulations, and news affecting the supportive housing sector and lead advocacy efforts by developing strategies, materials and events, including policy papers, toolkits, testimonies, lobby days, rallies, and press events.
    • Build and manage relationships with NYC members, elected officials, government agencies, and community boards; organize meetings, site visits and tours and lead strategies to educate and engage them on supportive housing issues.
    • Draft and deliver testimonies before the NYC City Council and other bodies, representing the Network’s positions and priorities.
    • Co-lead and co-facilitate committees and working groups and participate in external committees and campaigns; document meeting outcomes, track follow-up actions, and ensure priorities are advanced in a timely manner.

    Programs

    • Collaborate with members and partners to design and implement programming that responds to sector needs and advances organizational priorities.
    • Plan, coordinate, and evaluate the Network’s new and existing programs and initiatives that work to strengthen the supportive housing sector, such as our Staff Safety and Well-Being Training and Tenants Aging in Supportive Housing programs.
    • Develop and deliver trainings, conference panels, virtual workshops, and events to share best practices and build member capacity.

    Organizational

    • Participate in the Network’s upcoming strategic planning process, regular annual organizational planning, and assist with efforts to promote DEIAB within the organization and supportive housing community.
    • Attend rallies, supportive housing groundbreakings, openings, ribbon cuttings, and other member-related events to promote the Network’s member engagement.
    • Provide support for the Network’s three main annual events: the Annual Meeting, the Annual Awards Gala and the New York State Supportive Housing Conference, including the planning and execution of conference panels.
    • Author relevant blog posts for the Network website and news digests.

    Skills

    • Qualitative analytical skills: ability to absorb and integrate complex information about supportive housing policies and programs – including budgets, contracts, and programmatic requirements – to draw connections and make recommendations.
    • Knowledge of local, state, and federal government budget and legislative processes.
    • Must be detail-oriented and possess excellent research and writing skills.
    • Identify key takeaways from meetings, events, and news items and communicate them succinctly.
    • Capable of facilitating meetings with a wide range of stakeholders, including housing and social service providers, government agency staff, and elected officials.
    • Ability to work as part of a team as well as execute projects independently.
    • Proficiency in Microsoft and Google Office Suites.
    • Ability to use the Network’s Salesforce database once provided training to do so.

    Qualifications

    • Demonstrated commitment to issues of homelessness and/or low-income housing.
    • 3+ years professional experience in a relevant field such as housing, homeless services, public policy or social work, or education (master’s degree) with relevant field work.
    • Persons with lived experience and/or direct service experience related to homeless services or other related systems are encouraged to apply.
