    Senior Director of Maternal Health

    Description

    The Senior Director of Maternal Health manages the National Partnership’s policy and programmatic work on maternal health to advance a healthcare system that works for women and their families and achieves gender and racial health equity.

    The Senior Director of Maternal Health provides thought leadership and federal legislative and administrative policy analysis, development, and advocacy; and works with partners, coalitions and other external stakeholders to influence policy making and implementation. The Senior Director of Maternal Health also works collaboratively with staff across other teams to promote women’s health and economic well-being, and to advance racial and gender equity.

    Essential Duties and Responsibilities:

    • Take leadership in driving the portfolio’s strategic planning process and articulating the vision and goals for achieving policy change that will advance gender and racial equity in the maternal health portfolio.
    • Lead a concrete policy advocacy portfolio (monitoring, research, analysis, policy development, advocacy) related to maternal health.
    • Provide national-level thought leadership on a comprehensive array of topics within the portfolio as a nationally recognized expert.
    • Lead in developing, executing and delegating work plans to accomplish portfolio goals.
    • Develop policy positions and implement advocacy strategies using a gender and racial equity lens in all key issues areas;
    • Track, analyze, and manage response to federal regulations in key issue areas, including leading the drafting of regulatory comment letters, response to requests for information, and similar policy communications; sign off on administrative policy communications on priority and/or emergent policy issues.
    • Cultivate relationships with and provide technical assistance to administration and agency officials on policy priorities;
    • Direct the development of educational and advocacy materials, including major reports, policy issues briefs, fact sheets, and blogs;
    • Coordinate across portfolios and teams (e.g., with Economic Justice team) on joint projects and products;
    • In collaboration with Congressional Relations colleagues, provide technical assistance and subject matter expertise on legislative priorities and advocacy opportunities, including sign-on letters, legislative endorsements, proposed legislative text, hearing testimony, etc.
    • Provide sought-after counsel, membership on national-level advisory bodies, and/or leadership in external forums. Represent the National Partnership in additional select boards and bodies.
    • Build and maintain strategic relationships with policymakers, industry stakeholders, consumer advocates, and other allied movement partners;
    • Assist the organization’s leadership in determining whether amicus briefs are needed in particular high-interest or high-impact cases and lead the organization’s participation in and response to relevant high-profile court cases, as needed.
    • Support fundraising efforts for the Health Justice team. Nurture and draw upon established relationships with funders, serve as a subject matter expert and resource to funders, develop and finalize project proposals.
    • Manage project deliverables under grants;
    • Effectively communicate the Health Justice team’s policy priorities in speaking engagements, interviews with reporters, and through other media outreach; support VP and organizational leadership in portfolio-related speaking engagements;
    • In collaboration with the Communications team, draft public statements and social media engagement, etc. Sign on organizational statements on priority and/or emergency policy issues, as necessary.
    • With the VP and DEIA team, play a leadership role in setting team and organizational culture that is reflective of a commitment to racial equity and organizational change.

    Qualifications, Knowledge & Skills Required:

    • Minimum 12 years of work or other experience in health policy at the national, state, or local level.
    • Extensive subject matter expertise in maternal health policies and practices required.
    • Deep understanding of policy levers and effective strategies to accomplish portfolio’s goals.
    • Successful experience managing people and/or teams (as appropriate).
    • Ability to multi-task in a fast-paced, demanding environment with competing priorities.
    • Excellent strategic judgment, the ability to spot and seize opportunities, and the desire to be part of a collaborative team.
    • Excellent interpersonal, communications, and strong persuasive writing skills.
    • Desire to coach and support professional development of others.
    • Demonstrated commitment to gender and racial justice, advancing health equity and engaging communities and consumers.
    • Graduate degree in health policy, law, or public policy an added plus.
    • Longstanding and trusted relationships with relevant stakeholders required
    • Experience working on the Hill or for an administrative agency an added plus.

    Supervisory Responsibility:

    The positions include supervisory responsibilities, which involve overseeing and guiding team members, managing workflows, and ensuring alignment with organizational goals.

    Classification

    The National Partnership recognizes a staff bargaining unit, National Partnership United, affiliated with the Nonprofit Professional Employees Union/IFPTE Local 70, a union for non-profit workers. This position is NOT included in the NP United bargaining unit. Specific employment terms are subject to collective bargaining. The first 6 months of employment are a probationary period.

    Salary and Benefits

    The salary range for this role is $147,673 – $165,822 with the exact salary determined by years of relevant experience, in alignment with NPWF’s compensation setting criteria.
