    Improving Health Care for Every New Yorker United Hospital Fund (UHF) is dedicated to creating an effective and equitable healthcare system for all New Yorkers. UHF’s emerging new line of Medicaid work seeks to achieve this vision by bridging and advancing quality and equity and supporting the delivery of health-related social needs (HRSN) screening and services.

    About the Role:

    We are seeking a highly motivated and skilled Senior Program Manager to contribute to our team focused on advancing value-based payment (VBP) strategies within the New York State Medicaid program. Reporting to the Director, Value-Based Payment, the Senior Program Manager will play a critical role in supporting the design and implementation of initiatives aimed at reducing health disparities, improving quality and health equity, and integrating HRSN services into VBP models. This position offers an exciting opportunity to contribute to impactful work that will shape the future of healthcare delivery for vulnerable populations in New York.

    Key Responsibilities:

    • Project Management and Coordination: Support the Director in managing the day-to-day operations of VBP-related projects, including developing work plans, tracking progress, managing timelines, and ensuring adherence to project goals and deliverables.
    • Stakeholder Engagement Support: Assist the Director in coordinating and facilitating meetings, workshops, and other convenings with a diverse range of stakeholders, including healthcare providers, health plans, policymakers, and community-based organizations. This includes preparing meeting materials, documenting discussions, and following up on action items.
    • Qualitative Research Support: Contribute to the design and execution of qualitative research activities, such as scheduling and conducting interviews with key informants, organizing focus groups, and synthesizing findings to inform VBP development.
    • Quantitative Research Support: Contribute to the design and execution of quantitative research activities, such as assessing administrative and HRSN data to evaluate utilization and cost trends, and analyzing the financial implications of payment models to support policy development and evaluation.
    • Analytic Framework Support: Work collaboratively with internal and external experts to support the development and application of an analytic framework for leveraging HRSN and Medicaid claims data in VBP modeling. This may include assisting with data requests, preliminary data analysis under guidance, and the creation of basic data visualizations in tools like Tableau.
    • Deliverables Development: Support the Director in the development of various project deliverables, including reports, presentations, policy briefs, and recommendations related to advanced VBP arrangements and the integration of HRSN.
    • Internal Collaboration: Work closely and collaboratively with colleagues across different work streams within UHF, particularly those focused on data aggregation and analysis, and regional needs assessment and planning, to ensure alignment and synergy in project activities.
    • Knowledge Management: Organize and maintain project-related documents, research materials, and stakeholder communications to ensure efficient access and knowledge sharing within the team.
    • Administrative Support: Provide administrative support to the Director and the VBP team, including scheduling meetings, managing calendars, processing invoices, and coordinating travel arrangements.
    • Contribution to Team Expertise: Develop and maintain a strong understanding of Medicaid VBP models, health equity principles, and the integration of HRSN in healthcare delivery.

    Required Qualifications:

    • Experience: Minimum of 5 years of experience in healthcare policy, program development, project management, or a related field, preferably with some exposure to managed care or value-based care concepts.
    • Project Coordination: Demonstrated ability to support the management and coordination of complex projects, including tracking timelines and deliverables.
    • Stakeholder Interaction: Experience in supporting engagement with diverse stakeholders, including scheduling meetings and preparing materials.
    • Analytical Skills: Familiarity with data analysis concepts and the ability to support data-related tasks under guidance.
    • Health Data Expertise: Familiarity with using health cost data to support the design and evaluation of payment models or policy interventions.
    • Communication Skills: Strong written and verbal communication skills, including the ability to prepare clear and concise summaries and notes.
    • Collaboration: Excellent interpersonal skills and the ability to work effectively as part of a multidisciplinary team.
    • Organizational Skills: Strong organizational skills and attention to detail.
    • Proficiency: Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).

    Preferred Qualifications:

    • Educational Background: Master’s degree in public health, healthcare administration, public policy, or a related field (equivalent professional/lived experience may substitute).
    • Medicaid Knowledge: Familiarity with the New York State Medicaid program.
    • Health Data Visualization: Basic proficiency in data visualization tools (e.g., Tableau),
    • Statistical Analysis Tools: Basic proficiency in statistical software (e.g., R, Stata, SAS) and familiarity with modeling techniques used in health data analysis.
    • Meeting Facilitation: Experience in supporting the facilitation of meetings or workshops.

    Salary Range: $90,000 - $120,000 commensurate with experience.

    This position is externally funded and continued employment is contingent upon the ongoing availability of that funding. It is anticipated to continue through at least March 31, 2027.
