    Job Summary:

    Women’s Law Project (WLP) seeks a dynamic lobbyist to advocate in the Pennsylvania legislature and designated state agencies for policies and resources that support WLP’s mission of achieving reproductive freedom, LGBTQ+ equality, freedom from violence, economic equality, and overall gender equality. WLP advocates for proactive state policies to advance gender justice and against regressive policy proposals that restrict reproductive and/or bodily autonomy, and endanger health, safety, privacy, and economic security.

    Responsibilities:

    • Maintain relationships and regularly meet with Pennsylvania legislators, government officials, and other stakeholders, including both scheduled appointments and impromptu interactions at the state Capitol or other venues to communicate WLP’s positions and concerns
    • Monitor legislative and regulatory developments, develop strategic recommendations, and engage in ongoing communication with WLP staff to provide updates, discuss strategies, and align on priorities
    • Represent WLP at state legislative hearings and committee meetings, as needed; collaborate with other advocacy groups and coalitions; prepare and deliver presentations to stakeholders
    • Ensure all lobbying activities and recordkeeping comply with relevant laws and regulations, including registration and reporting requirements

    Qualifications:

    The ideal candidate will have the following qualifications:

    • 5+ years of experience in government relations, public policy, lobbying, or a related field, with an in-depth understanding of the legislative and appropriations process and how to influence it effectively, and a proven track record
    • Commitment to social justice values, including racial justice and gender justice
    • Familiarity with reproductive rights, and sexual/domestic violence movements, and working knowledge of employment and education law (including pregnancy, unequal pay, and sexual harassment), domestic and sexual assault, and Title IX strongly preferred
    • Strong network of bipartisan contacts within the Pennsylvania legislative and regulatory community
    • Ability to work well with individuals who are diverse in race, sex, class, ethnicity, age, national origin, sexual orientation, gender identity, and disability status
    • Ability to work collaboratively with colleagues, to give and receive feedback, to work independently, and to handle challenging or high-stress situations with professionalism
    • Excellent oral and written communication skills
    • Must be registered with the Pennsylvania Department of State’s Lobbying Disclosure website

    Location & Work Hours:

    The lobbyist will be expected to maintain a regular in-person presence in Harrisburg, PA. This role requires flexibility to attend meetings, hearings, and events that may occur outside of regular business hours. Travel within Pennsylvania may be necessary.

    Independent Contractor:

    This position is for an independent contractor and not an employee of the organization. As an independent contractor, the lobbyist will not be eligible for any employee benefits, including but not limited to health insurance, retirement plans, paid time off, or other employee-related benefits. The contractor is responsible for their own taxes, insurance, and other statutory obligations.
