    Program Manager Job Description

    Position Purpose:

    Program Managers coordinate Rebuilding Together Baltimore’s repair and renovation projects. Program Managers are responsible for conducting home inspections, determining work scopes, and hiring contractors to complete repairs in 35-50 homes annually. They are the point of contact for homeowner clients, partner organizations, and the public. The target population for all projects is low-income homeowners.

    Program Managers conduct home evaluations, manage home repair projects, complete hands-on repairs, and ensure accurate compliance and reporting requirements for their programs. We estimate that the Program Manager will spend 60% of their time in the office managing work scopes, coordinating with community partners, scheduling and tracking work, etc. They will spend the remaining 40% of their time conducting home evaluations, meeting with homeowners and contractors, completing hands-on repairs, and attending final inspections.

    RESPONSIBILITIES

    Project Management

    ¨ Carry a caseload of 20-40 households at any given time

    ¨ Visit homes of program applicants to collect application documents and conduct a top to bottom assessment of homes and identify repair needs based on organizational priorities.

    ¨ Evaluate each program application for eligibility and suitability for acceptance to the program. Communicate approval or denial to applicants and community partners as needed. Develop a scope of work for each project and obtain repair estimates from a pre-approved contractor list

    ¨ Monitor the progress of each approved contract and ensure accurate completion of work scopes within budget and timeline.

    ¨ Manage program budget based on funding that is available. Budgets per household vary depending on funding source, but range from $10,000-$20,000.

    ¨ Drive company vehicle to transport tools and materials to work sites.

    ¨ Coordinate external home repair services with nonprofit and government community partners.

    ¨ Complete hands-on repairs with a a focus on home safety modifications including, but not limited to installation of grab bars, stair rails, battery powered lighting, and fire safety equipment.

    Administration

    ¨ Maintain physical and digital records, ensuring that client files and company database contain all information and documentation required by funders. Assist as needed to generate reports and compile reporting data

    ¨ Manage permit process and additional local/state reviews when required

    Supplies and Materials

    ¨ Develop materials lists and shop for/purchase building materials and supplies for home repair projects as needed.

    ¨ Coordinate logistics, supplies and skilled trades for all programs

    Volunteer Management

    ¨ Work as a team with fellow staff members to plan volunteer home repair project days.

    ¨ Provide leadership to volunteers on volunteer project days

    ¨ Coordinate services with participating volunteer groups

    ¨ Oversee workday logistics for select volunteer project days

    Other duties as assigned

    Hours

    40 hours per week – works from the Rebuilding Together Baltimore office, with occasional remote options available. Some evening and weekend hours required.

    Required skills and experience:

    • A relevant Bachelor’s Degree (social work, construction management, nonprofit management) or comparable work/life experience (2 to 3 years experience in human service, construction management, or nonprofit programming)
    • Demonstrated experience in managing multiple projects at one time and the ability to organize and prioritize work appropriately
    • Demonstrated interpersonal, persuasive, and problem-solving skills and ability to present a professional image in person and in writing.
    • Ability to develop and maintain beneficial working relationships with staff, volunteers, partners, community leaders, and clients from diverse backgrounds;
    • Proficiency in Microsoft Office (MS Word, MS Excel, PowerPoint), Internet, GoogleSuite, and E-mail.
    • Ability to pay attention to details;
    • Ability to work independently and as a productive member of a team;
    • Basic construction/home repair skills (or willingness to learn)

    Other Desired Skills

    • Previous nonprofit work experience is strongly preferred
    • Experience working with low-income or marginalized populations
    • Experience working or volunteering with the aging population and/or people with disabilities
    • Experience with database software (RTB uses Salesforce)
    • Demonstrated ability to work successfully with volunteers
    • Knowledge of affordable housing programs and policies -Familiarity with the Baltimore community and its unique challenges and opportunities - Experience working with low-income or marginalized populations - Commitment to social justice and community empowerment

    Additional Requirements:

    • Position requires frequent travel to client’s homes and other community sites. Program Manager must have a valid driver’s license and access to a reliable vehicle. RTB reimburses for mileage at the federal rate.
    • Program Manager will be expected to pursue CAPS (Certified Aging in Place) or ECHM (Executive Certificate in Home Modifications) certification within 12 months of date of hire. Rebuilding Together Baltimore will assume the cost of the training/certification.
    • Program Manager will be expected to pursue lead-safe work practice training and certification within 3 months of date of hire. Rebuilding Together Baltimore will assume the cost of the training/certification.
    • Program Manager must be able to lift fifty (50) pounds.
    • All Rebuilding Together Baltimore employees must be fully vaccinated against COVID-19.

    Compensation and Benefits:

    • Salary: $50,000-$55,000/year
