    Job Title: Policy Advocate

    Job Status: Regular, full-time (37.5 hours/week)

    Classification: Exempt

    Location: Delano Office (hybrid in person min 2 days per week, some travel required)

    Residency: Must be a resident of California located in the South San Joaquin Valley

    Reports to: Legal Director

    OVERVIEW

    The Policy Advocate is a full-time, exempt position that requires specialized knowledge and expertise in multiple areas of environmental justice policy work related to the organization’s mission and campaigns. The position regularly requires the use of professional, independent judgment, strategic development of policy initiatives, setting policy advocacy goals, and strategy implementation in line with our campaigns and community priorities.

    DUTIES & RESPONSIBLITIES

    Lead development and implementation of CRPE’s policy advocacy strategy (with operational and strategic support from the Legal Director), including:

    • Co-create a community-led statewide policy advocacy strategy in line with community priorities and CRPE campaign work plans to advance short, medium and long-term policy campaigns.
    • Draft written materials and correspondence to advance campaign priorities.
    • Lead community meetings and other convenings on areas of expertise.
    • Develop and present at workshops, hearings and meetings, including before government officials, decision-makers, allies and community groups.
    • Monitor and respond to meeting notices and agendas of relevant state and regional agency activities.
    • Coordinate with communications staff to advance policy advocacy efforts.

    Build and maintain expertise in multiple substantive areas of CRPE’s work that are relevant to identified community priorities and campaigns:

    • Coordinate effectively with CRPE staff to maintain sufficient knowledge of existing and ongoing campaigns (local, regional, and statewide).
    • Participate in external learning to increase expertise and advance community priorities.

    Support community mobilization efforts around policy advocacy, including:

    • Collaborate with Community Organizers to conduct outreach and organizing.
    • Support staff by offering policy expertise to advance campaign goals.
    • Develop relevant educational curriculum and outreach materials.
    • Participate in and co-lead community members participation in lobby days.

    Engage in coalitions and collaborations with allies to further build/deepen relationships and advance community priorities related to policy advocacy.

    Develop and maintain productive relationships with government agencies, legislative offices, private businesses, community-based organizations, academic institutions, community members and other relevant stakeholders.

    Support development by providing relevant information on policy advocacy efforts and expertise for grant proposals/reports.

    Administrative tasks including time tracking and expense tracking.

    Other reasonably related duties as assigned by the Legal Director, Associate Director or Executive Director.

    SKILLS & QUALIFICATIONS

    • Must reside in southern San Joaquin Valley with the ability to regularly travel throughout California, including to Sacramento.
    • Strong understanding and demonstrated experience and knowledge of environmental and social justice issues related to CRPE’s mission and campaigns.
    • Bachelor’s degree in political science, governmental affairs, social/environmental justice policy, or similar area of study related to the organization’s social and environmental justice mission, or equivalent life experience.
    • 2-5 years of demonstrated policy advocacy experience or similar role required.
    • Strong verbal and written advocacy skills in English
    • Ability to communicate policy concepts in English and Spanish to a variety of audiences, including lawyers, organizers, community members, decision makers, and the public.
    • Demonstrated ability to work independently and as a team.
    • Demonstrated ability to think strategically to co-craft and execute campaigns.
    • Demonstrated ability to develop education, curriculum and organizing materials.
    • Ability to balance multiple tasks and deadlines with follow-through in a busy environment.
    • Ability to engage with communities, coalitions and other stakeholders to build and deepen relationships.
    • Ability to work long hours, evenings and weekends as needed (flex-time provided)
    • Drivers’ License and access to personal vehicle and insurance coverage.
    • Basic computer skills, including but not limited to Microsoft Office Suite and Zoom.
    • Reliable access to a personal cell phone.
    • Reliable access to the internet.
    • Access to privacy on telecommuting day, when needed.

    WORK ENVIRONMENT

    • Requires willingness to work irregular hours, including evenings and weekends.
    • Requires ability to drive frequently and for long hours in a day to community meetings, hearings, conferences and other related activities within the San Joaquin Valley and across the state for meetings and events, including various outdoor work sites.
    • Requires the ability to conduct meetings.
    • Requires frequent and effective communication in-person, via email, via phone and via virtual video with camera on with coworkers, community members, stakeholders, and other members of the public.
    • Requires ability to sit and/or stand in front of a computer for multiple hours at a time.
    • Requires ability to help set up for in-person meetings, including lifting items such as chairs and easels.
    • Employees share office space with one or more other staff members.
    • Noise level in the indoor office workplace is usually light to moderate. Community gatherings with small groups to large crowds may have higher noise levels.
