    Job Description

    In addition to all duties in Program Coordinator I and II, Program Coordinator III will perform these duties:

    • Under the general supervision of the Navigator Project Director, develops, implements, and oversee activities to promote and facilitate enrollment of individuals and families in health care benefits under the Affordable Care Act of 2010.Provides screening and enrollment assistance with both Qualified Health Plan options and public insurance options, including but not limited to Medicaid, Medicare, and other public assistance programs, such as SNAP. Coordinates and conducts case management with clients as appropriate including aiding clients in completing relevant applications, securing necessary supporting documentation, filing the applications with the appropriate agencies, tracking the status of pending applications, and advocating for clients with government officers.
    • Responsible for informing consumers of all their options including guidance in considering and comparing plan costs, benefits, provider networks, and other key coverage elements for consumers to make an informed decision about the plan that will best suit the needs of their families.
    • Utilizing various strategies, promotes availability of Mayor's Health Line/Navigator services.
    • Coordinates and monitors program activities to ensure effective operations and compliance with established standards and/or contracted goals & objectives.
    • Stays current on available programs, resources and other tools needed for individuals and families to purchase health coverage including the utilization of tax credits.
    • Reviews and analyzes information and data concerning the Navigator system and the Mayor's Health Line to determine effectiveness; makes recommendations for changes in procedures.
    • Supervises staff, interns, and peer educators on some projects and assignments.
    • Manage Boston Public Health Commission's health and social services resource directory, HelpSteps.
    • Grant management, including but not limited to, preparation of data analysis and generating reports to meet grant deliverables.
    • Collaborates with and maintains communication with various internal BPHC programs and community coalitions and partners. Performs other duties as required.

    This job description is based on the Program Coordinator Series. May be required to perform all duties and responsibilities of Program Coordinator II1, as set forth in the BPHC Program Coordinator Series.

    Minimum Qualifications

    Master's Degree in Public Health, Health Policy Administration, Business Administration or a related discipline, such as sociology, or health communications required. OR BA/BS in Public Health, Public Administration, Business Administration, or related discipline plus 5 years of equivalent experience in public health program coordination, management and/or community organizing. Ability to obtain and maintain Navigator certification from the Massachusetts Connector.

    Have expertise in:

    • The needs of underserved and vulnerable populations;
    • Affordable Care Act health coverage rules and procedures;

    Additionally:

    • Strong interest in health reform implementation
    • Ability to stay current on updates to insurance options for commercial and public benefit programs, specifically eligibility criteria, benefits, application procedures, and how to troubleshoot problems as they arise.
    • Ability to write clear, concise reports, and to follow and to give written and oral instructions
    • A Criminal Offenders Records Information request must be completed for this position. However, a record is not an automatic bar to employment but is reviewed in relation to the job applied for.
    • Experience designing and implementing public health or health related programs and initiatives.
    • Knowledge and experience in coalition building, community organizing and with health education and health promotion strategies. Demonstrated experience coordinating and implementing complex projects.
    • Experience developing agendas and facilitating meetings.
    • Ability and experience working with diverse populations.
    • Bilingual or proficiency, both written and verbally, in Spanish, Portuguese, Haitian Creole, Chinese, or Vietnamese preferred
    • Ability to grasp complex concepts, procedures, regulations and laws
    • Strong organizational, recordkeeping, and writing skills
    • Strong computer skills including knowledge of Microsoft Office programs
    • No conflict of interest of health insurance industry business, financial or nonfinancial (such as a family member's employment with a health insurance issuer) during the term as navigator; and Ability to travel throughout the City of Boston.
    • Valid Massachusetts license. Access to vehicle preferred
