    Description

    Overview of Position:

    The Finance Manager is a leadership role responsible for building and overseeing HEAL Palestine’s financial operations across the U.S. and Middle East. This includes managing accounting functions, ensuring donor and regulatory compliance, supervising the accounting staff, supporting fundraising operations, and collaborating with leadership on budgeting and planning. The Finance Manager plays a key role in implementing financial policies and controls, overseeing grants, and aligning financial strategy with organizational goals.

    Primary Responsibilities:

    1. Financial Oversight & Planning
      • Lead budget forecasting and monitoring across all regions and funding sources.
      • Prepare and present consolidated monthly, quarterly and annual financial reports for internal use, donor compliance, and board oversight.
      • Support short- and medium-term multi-currency cash flow planning and treasury management to ensure funds are available where and when needed.
      • Oversee fund accounting and ensure proper allocation of restricted and unrestricted funds.
      • Collaborate with the Executive Director and senior leadership to support long-term financial planning and operational effectiveness.
    2. Team Management & Coordination
      • Supervise and coordinate with accounting staff in the U.S., Palestine, and Egypt.
      • Ensure consistent accounting standards and practices across all offices.
      • Provide training and support to local accounting staff, as needed.
    3. Compliance & Policy Implementation
      • Ensure compliance with U.S. GAAP, IRS regulations, and financial regulations in Palestine and Egypt.
      • Lead annual audits and oversee donor-specific financial reporting requirements.
      • Draft, implement, and update HEAL’s financial policies and procedures in coordination with the Executive Director and Board Treasurer to ensure consistency across offices.
      • Maintain and improve internal control systems and financial procedures across all offices.
    4. Systems & Process Improvement
      • Oversee financial software systems and lead upgrades or transitions as needed.
      • Identify and implement process improvements for efficiency and transparency.
    5. Grants & Donor Financial Management
      • Support grant budgeting, tracking, and financial reporting.
      • Work with program and development teams to ensure accurate financial inputs for proposals and timely donor reporting.
      • Collaborate with program and development teams on donor reporting, event budgeting, and grant compliance.

    Level of Language Proficiency

    Requirements:

    • Bachelor’s degree in Accounting, Finance, or related field required.
    • CPA or equivalent credential preferred but not required.
    • At least 5 years of consistent experience in nonprofit accounting, including 3+ years in a managerial role.
    • Strong understanding of U.S. nonprofit accounting standards, grant reporting, and audit processes.
    • Experience managing international offices or teams is required.
    • Proficiency in QuickBooks, Excel, and financial management systems.
    • Excellent organizational, communication, and leadership skills.
    • Commitment to HEAL Palestine’s mission and values; cultural sensitivity and understanding of the Palestinian context is a plus.
    • Bilingual (English/Arabic) preferred but not required.
