Summary:
The Program Manager (PM) oversees Hispanic Unity of Florida’s Unity 4Teens (U4T) LEAP High School program. This role consists of providing administrative and technical support for the before/after school and summer services at multiple school sites in Broward County. The PM supports the planning, budgeting, coordination, monitoring, and evaluation of the program and can have five to ten direct reports.
This position is critical in ensuring the program complies with policy and service standards, with consistent monitoring of contract goals and quality services. The cultivation and management of partnerships with school administrators and funders is essential to success in this role. Additionally, experience managing and developing large, dynamic teams and programs within multiple complex grant components while upholding HUF’s core values is vital. The role also requires experience in the grant writing process, data analysis, budget formulation and management, strategic planning and needs assessment formulation. This position works closely with the Director of Education and the Senior Vice President of Programs on strategic planning and vision to address the needs of their students and families.
Essential Duties:
Program Evaluation & Quality Assurance
- Develops a program evaluation framework (process and outcome evaluation) to assess strengths and identify areas for improvement.
- Reports evaluation findings to the Director of Education and recommends changes to enhance the program.
- Monitors the program’s progress with outcomes (including unit goals) and recommends changes as needed.
- Ensures the timely submission and accuracy of monthly, quarterly, and annual internal and external program reports.
- Perform weekly visits to program sites to ensure implementation of required components and safety standards.
- Operations & Program Implementation
- Responsible for meeting all operational objectives of the contract; prepares and completes action plans as needed.
- Plans and collaborate effectively with staff to ensure execution of contract requirements, achievement of program outcomes, and completion of units of service. This includes direct management of program registration and attendance processes to ensure contract compliance.
- Responsible for coordinating the 2Gen Approach within the program.
- Assists in the planning and review of program proposals submitted by the Agency.

- Staff Management & Human Resources
- Accomplishes human resource objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching and counseling staff under their supervision. They will also be responsible for implementing performance improvement plans as needed.
- Communicates job expectations and program plans – monitors, appraises and provides feedback on performance.
- Plans and reviews compensation actions; enforce policies and procedures.
- Supervises program staff to ensure roles and responsibilities are aligned with budget and program performance goals. Validate case notes/tracking adhere to internal/external compliance mandates.
- Adjusts staffing plans as needed to maintain compliance with budget constraints and program deliverables.
- Collaborate with HR and finance teams to ensure accurate tracking of staff time, payroll allocations, and grant-funded positions.
- Stakeholder & Community Engagement
- Develop strong working relationships through regular communication with funders and other key stakeholders.
- Responsible for developing partnerships with community-based organizations and internal departments to attain program goals.
- Financial Oversight & Budget Management
- Develop an annual budget with projections and an operating plan to support the program and ensure it operates within the approved budget.
- Develop and submit a Unit Maximization Plan no later than 45 days prior to peak deliverables. Tracks plan with Data/Research – database management. Includes performance forecasting by unit definitions.
- Minimum of 50% of contracted units achieved by the midpoint of the agreement period and/or as aligned with timeline of scope/goals.
- Minimum of 70% of contracted units achieved by the third quarter of the agreement period and/or as aligned within the timeline of scope/goals.
- Submits a Final Compliance Report or Action Plan no later than 60 days before the grant period ends, outlining strategies to meet or exceed unit targets. When goals are under target, PM will lead/implement redirection and report via Data/Research reporting timelines.
- Reviews and approves of invoices generated and submitted to funders according to established guidelines.
Qualifications:
Bachelor’s degree in social work, education or related field required; Associate degree accepted with 7-10 years of experience working with youth. A minimum of 3years of experience supervising youth programs is recommended. Ideal candidate is skilled in the management of social services and funding streams with strong written and verbal communication skills and show strong values that align with Hispanic Unity’s values, mission, and vision.

- Valid Driver’sLicense, insurance, and reliable transportation are required.
Working Environment:
- In person, in a private office for the individual to perform the duties in a confidential setting.
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
