About the Role:
The HR / People Ops Manager will oversee the organization’s human resources function with a focus on building equitable and sustainable practices that support our staff and strengthen our culture. They will serve as a strategic partner to leadership while managing day-to-day HR operations, including compliance, benefits, professional development, and employee relations.
This role bridges policy and practice: ensuring compliance with employment law, developing and maintaining HR infrastructure, and fostering a people-first culture grounded in organizational values.
The HR/People Ops Manager will be accountable for the following areas:
HR Strategy
- Refine and implement HR policies and systems that align with the organization's values and strategic objectives.
- Advise leadership on HR best practices, compliance, and workforce planning.
- Support performance management processes, including annual reviews and feedback structures.
- Support management of compensation and career progression frameworks to ensure equity and transparency.
Talent Management & Employee Experience
- Facilitate recruitment and hiring processes in partnership with hiring managers.
- Refine and deliver onboarding and offboarding systems to ensure smooth staff transitions.
- Foster a positive, inclusive work environment that supports retention and growth.
- Oversee professional development programs, learning opportunities, and leadership development.
Compliance & Risk Management
- Ensure compliance with federal, state, and local employment laws.
- Manage employee records and HR systems (HRIS).
- Support internal processes for handling employee relations and conflict resolution.
Culture & Equity
- Provide staff with accessible, trusted HR guidance and support.
- Help leadership translate values into policies that shape workplace culture.
Qualifications:
Required:
- 4+ years of progressive HR/People Ops experience, including 2+ years in a manager-level role.
- Strong knowledge of U.S. employment law and HR compliance.
- Demonstrated ability to manage recruitment, benefits, employee relations, and performance systems.
- Excellent interpersonal and facilitation skills.
- Commitment to equity and values-driven organizational culture.
- Excellent written and verbal communication skills.
- Strong problem-solving skills with the ability to anticipate and address challenges proactively.
- Capacity to handle multiple tasks and meet deadlines, whether independently or collaboratively.
- Positive, solution-oriented attitude with a focus on growth and learning from feedback.
- Commitment to IMEU’s mission and a passion for social justice and Palestinian rights.
Preferred:
- HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP, or equivalent).
- Experience in international employment oversight is a plus.
- Experience in nonprofit organizations, especially in advocacy or campaign settings.
- Experience with remote/distributed teams.
- Familiarity with compensation benchmarking and career frameworks.
