JOB SUMMARY:
As part of the Building Services Team, under the direction of the Property Manager, is responsible for overseeing and/or performing the maintenance, repair and improvements of all National Headquarters properties with primary responsibilities associated with Officers' quarters, consisting of eight single-family residential properties. Working with the Building Engineer, this role ensures that all systems, including HVAC, electrical, plumbing, and safety systems, are functioning efficiently and effectively. Must be alert, observant and responsive to identify and resolve problems in order to maintain the office complex and residential properties in optimal working condition. Provides backup support for Mailroom operations. Provides official transportation in the DC area.
NHQ facilities include the 90,000 sq. ft. 4-story office and 3-level parking garage complex, eight residential properties in Alexandria, VA, and The Salvation Army Moulton Student Center and Officers’ Quarters (residence) in Wilmore, KY.
- Inspect mechanical systems and perform basic repairs or preventative maintenance as necessary involving HVAC systems, plumbing, electrical, mechanical, carpentry and other routine maintenance and repairs. Enters all substantive repairs into Property Work Request system.
- Maintenance Planning: Develop and implement maintenance schedules and procedures to ensure the smooth operation of all building systems.
- Year-Round & Incidental Vendor Management: Prepares specifications and solicits proposals/bids as needed. Negotiates and processes contracts through TSAMM in order to secure proper approvals. Coordinates vendor schedules. Monitors and inspects vendor performance to ensure work is being performed to a high standard. Works with the Finance Dept. on payment processes and schedules.
- Inspections and Repairs: Conducts routine inspections of facilities to identify and address maintenance issues promptly. Enters all substantive work into Property Work Request system. Handles basic repairs and maintenance as necessary such as repairing drywall, painting, and repairing doors and other building systems and fixtures.
- Skilled Maintenance: In coordination with the Building Engineer and custodial cleaning staff, performs maintenance and repair work throughout the National Headquarters building and grounds including plumbing, electrical, construction, minor and other routine repair work; ensures all work is completed in compliance with applicable code or professional standards in an efficient and timely manner. Enters all substantive repairs into Property Work Request system.
- Work Requests: Organizes and responds to Property Work Requests as assigned in a timely and professional manner.
- Project Management: Prepares specifications and solicits proposals/bids from outside contractors for significant design, maintenance and improvement projects for which the Property Manager has received concept approval. Negotiates pricing and terms. Processes proposals/contracts through TSAMM in order to secure proper approvals. Coordinates project schedule. Monitors and inspects contractors and trades craftsmen performance to ensure work is being performed to a high standard. Works with the Finance Dept. on payment processes and schedules. Provides updates on a weekly basis to the Property Manager or more frequently as requested or appropriate.
- Emergency Response: Coordinates and manages emergency maintenance and repair activities to minimize downtime and ensure tenant safety, including response to burglary and fire alarms.
- Maintain full and complete inventory records of all furniture and equipment at the NHQ office complex and Officers’ Quarters.
- Orders supplies and materials needed for repairs and maintenance.
- Provides DC area transportation for Salvation Army personnel participating in official meetings or conferences locally or traveling by air to the same in other locations.
Officers' Quarters Maintenance & Repair
Conducts annual Spring property inspections of Officers’ Quarters (residences) including outdoor areas and landscapes in order to assess general conditions and to identify needed maintenance/repairs. Submits Property Repair Requests for immediate maintenance/repair needs on behalf of occupants within 2 business days. Completed inspections are to be processed through TSAMM for National Business Council approval within 10 days. Should potential improvements or upgrades be identified during the inspection, concept approval must be secured from the National Secretary for Business Administration through the Property Manager before the next steps may be taken.
Communicates and coordinates with Officers (occupants) regarding maintenance/repairs or improvements being performed at their quarters. Maintains an appropriate level of sensitivity and flexibility in accommodating officers with regard to the scheduling of work; Unless otherwise agreed upon, accompanies all service personnel during maintenance/repair visits to Officers’ Quarters.
Maintains and enforces among outside service personnel exceptional customer service practices while in Officers’ Quarters (ex. no indoor shoe-wearing, no use of bathrooms, work area cleanup, securing of property upon departure, etc.). Ensures the quality and completeness of all work is in compliance with the highest standards.
Manages and coordinates landscaping contractors to achieve and maintain optimum care of Officers’ Quarters lawns. Coordinates snow and ice removal.
Assists with the implementation of the 5-Year Strategic Plan for Officers’ Quarters Improvements.
Proactively consults with Property Manager and Natl. Sec. for Business Admin. and initiates planning in keeping with identified priorities and established timelines.
OTHER RESPONSIBILITIES
Provides Mailroom operations during the Mailroom Operator’s absence (illness, vacation, personal days or parts thereof), which would include:
- Opening/closing, staffing and securing the Mailroom daily as necessary.
- Securing all US Mail upon delivery in the locked incoming mailbox.
- Overseeing and monitoring the daily mail opening and sorting by a representative of the Finance Department, and SAWSO.
- Processing incoming and outgoing mail, express carrier shipments and parcels in accordance with the Mailroom Opening Procedures and Other Duties policy which includes operation of the postage meter, mailing and shipping software systems and daily posting of outgoing mail (applying and tracking appropriate postage and depositing outgoing mail before last pickup).
- Provides backup support and assistance for the Building Engineer or Property Manager when assistance is needed or either is absent (illness, vacation, personal days or parts thereof) under the direction of the Property Manager or National Secretary for Business Administration in the Property Manager’s absence.
- Assists Mailroom Operator with fleet vehicle logistics. Assists with moving heavy objects, office furniture, warehouse storage, relocation of furniture, etc.
- Responds immediately to emergency situations, notifying appropriate personnel and following appropriate safety protocol, which includes responding to calls from security and fire alarm monitoring centers operating 24/7.
MATERIALS AND EQUIPMENT USED:
Must be proficient in operating common shop tools and power equipment.
MINIMUM QUALIFICATIONS REQUIRED:
EDUCATION AND EXPERIENCE:
Education: High school diploma or equivalent; a degree in facilities management, engineering, or a related field is preferred.
Experience: five years of progressively responsible experience performing skilled maintenance and repair work for commercial buildings and grounds, commercial or residential construction or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
Certifications: Relevant certifications in HVAC, electrical, or plumbing systems are advantageous.
License: Valid Driver’s License.
KNOWLEDGE, SKILLS, AND ABILITIES:
This role is crucial for maintaining a safe, functional, and pleasant environment for all occupants and visitors of the NHQ.
- Technical Knowledge: Proficiency in HVAC, electrical, plumbing, and other building systems, commercial and residential building codes and construction experience with general working knowledge of OSHA, ADA, and ASHRAE standards and guidelines. Relevant certifications are a plus.
