    PIDC is governed by a thirty-member Board of Directors, appointed by the Mayor of Philadelphia and the President of the Greater Philadelphia Chamber of Commerce. The staff includes approximately 60 full-time employees, and PIDC’s current 12-member senior leadership team has a combined 150+ years of experience at PIDC. The organization’s annual budget of approximately $12M is funded by a combination from fees generated by PIDC’s transaction activities, service and management contracts, and contributed revenue.

    Over the past 65+ years, PIDC has settled over 13,500 transactions with a diverse range of clients — including nearly $21 billion of financing and 3,400+ acres of land sales — which have leveraged tens of billions of dollars in total investment and assisted in retaining and creating hundreds of thousands of jobs in Philadelphia.

    POSITION RESPONSIBITILIES:

    The Policy Analyst will play a critical role on our Marketing, Communications and Government Affairs team by advancing PIDC’s mission to spur investment, support business growth, and foster development that creates jobs, revitalizes neighborhoods, and drives inclusive growth in Philadelphia.

    This position will focus on researching and analyzing city, state, and federal policies; monitoring legislative activity at the city, state, and federal levels; and developing briefings and other materials to keep senior leadership informed about city and state priorities that align with PIDC’s priorities and amplify its impact across the city. The role will also support engaging with policymakers, government agencies, and industry stakeholders to strengthen and advance PIDC’s influence and expertise in policy discussions.

    The ideal candidate will be a strategic thinker, strong collaborator, and effective communicator who is adept at leveraging research and policy to drive economic development initiatives and foster stakeholder engagement.

    Key responsibilities include, but are not limited to, the following responsibilities and duties:

    • Conduct in-depth research and analysis on economic development policies, funding opportunities, and emerging trends impacting Philadelphia’s growth and development.
    • Monitor and evaluate local, state and federal political and legislative developments in key PIDC sectors: community development including the Community Development Financing Institution (CDFI) industry, small business lending, and the real estate development landscape locally and nationally.
    • Support the development of policy recommendations and advocacy strategies to support PIDC’s strategic priorities, with a focus on the execution of local, state, and federal government advocacy initiatives that advance Philadelphia’s economic growth and development.
    • Draft policy briefs, white papers, and presentations to inform and equip PIDC leadership, external stakeholders, and decision-makers; Use Salesforce and collaborate with team members to support tracking, outreach, and engagement efforts.
    • Serve as a liaison between PIDC, lobbyists, and legislative bodies or organizations to ensure alignment and awareness of opportunities.
    • Attend City Council hearings, City government town halls, and other public forums/meetings to follow policy and legislative developments while representing PIDC’s interests.
    • Coordinate with PIDC’s legal team, capitalization team, Navy Yard team, and other business units to identify issues that may impact PIDC’s work.

    QUALIFICATIONS AND EXPERIENCE:

    • Bachelor’s degree in Public Policy, Economics, Urban Studies, Business, or a related field.
    • 3+ years of experience in policy analysis, research, economic development, government affairs, or a related field
    • Knowledge of federal, state, and local funding programs, and related legislative processes.
    • Analytical skills with experience in data collection, interpretation, and visualization.
    • Demonstrated ability to monitor and synthesize legislative developments and funding opportunities into actionable strategies.
    • Experience working with elected officials, economic development organizations, or government agencies.
    • Strong written and verbal communication skills, including the ability to translate complex information into accessible formats for various audiences.
    • Proven ability to manage multiple projects, prioritize tasks, and meet deadlines in a fast-paced environment.
    • General proficiency in tools such as Microsoft Office Suite, data visualization software (e.g., Tableau, Power BI), Salesforce, and economic modeling tools is a plus.
    • Resident of the City of Philadelphia or willing to relocate within six months of employment.

    COMPENSATION:

    • Salary Range: $64,200 - $77,000
