    The National Association for Hispanic Elderly/Asociacion Nacional Pro Personas Mayores

    (NAFHE/ANPPM) is seeking a strategic and hands-on Human Resources Manager to build

    and lead the Human Resources (HR) function for our established nonprofit organization in

    Pasadena, CA. This is a unique opportunity for an experienced HR professional to design and

    implement the full scope of HR systems, policies, and procedures from the ground up. The ideal

    candidate will be mission-aligned, proactive, detail-oriented, and skilled in nonprofit compliance,

    employee relations, and culture-building.

    Key Responsibilities:

    • HR Department Development
    • Design and implement foundational HR systems, procedures, and records
    • Establish HRIS or digital filing systems for personnel records, benefits, and compliance
    • documents
    • Develop onboarding and offboarding processes
    • Policy & Compliance
    • Create and maintain legally compliant employee handbook and HR policies (with legal
    • support)
    • Ensure compliance with federal, California state, and local employment laws
    • Partner with leadership to ensure organizational practices meet Department of Labor
    • (DOL) and grant-specific compliance standards
    • Employee Relations & Culture
    • Serve as a resource for staff questions and concerns, ensuring a fair and respectful
    • workplace
    • Promote an inclusive and mission-driven organizational culture
    • Develop performance management and employee recognition programs2
    • Recruitment & Onboarding
    • Establish clear, equitable recruitment and hiring practices
    • Lead full-cycle recruitment for staff and support the onboarding process

    Compensation & Benefits

    • Partner with finance/payroll team (with correct and up-to-date data already in place)
    • Recommend appropriate benefits offerings and manage open enrollment processes
    • Qualifications
    • Bachelor’s degree in Human Resources, Business Administration, or a related field
    • (Master’s degree or PHR/SPHR preferred)
    • 5+ years of progressive Human Resources experience with at least 2 years in a
    • nonprofit setting
    • Proven experience building or rebuilding HR infrastructure from the ground up
    • In-depth knowledge of California employment law
    • Excellent interpersonal, organizational, and communication skills
    • High level of discretion and integrity

    and older. Based in Pasadena, California, the 50-year-old organization mostly serves

    communities with Latino and Latina ancestry demographics.

    This NAFHE/ANPPM project received $12,843,943.00 from a grant awarded under the Senior

    Community Services Employment Program (SCSEP), as implemented by the U.S. Department

    of Labor’s Employment and Training Administration. $485,214 (add additional amount that’s

    considered leveraged resources from non-federal funds) of the project is financed by non-

    governmental sources.
