Overview of Position:
The Accounting Manager is a leadership role responsible for building and overseeing HEAL Palestine’s accounting operations across the U.S. and Middle East. This role is hands-on in ensuring accurate accounting, donor and regulatory compliance, timely reconciliations, and strong internal controls. The Accounting Manager supervises accounting staff, manages the monthly close, supports audits and grant reporting, and ensures that HEAL’s financial records are transparent, consistent, and audit-ready. While collaborating with leadership on budgets and cash flow planning, the focus of this position is on technical accounting and compliance.
Primary Responsibilities:
- Accounting Operations and Compliance
- Oversee day-to-day accounting functions, including journal entries, accounts payable, receivables, payroll, and expense reimbursements.
- Ensure timely completion of monthly bank and system reconciliations (QuickBooks vs. Neon CRM, payroll, etc.).
- Maintain compliance with U.S. GAAP and nonprofit accounting standards (FASB ASC 958), as well as accounting/tax regulations in Palestine and other countries of operation.
- Oversee preparation of Form 990, annual audit, and donor-required financial statements.
- Ensure accurate recording and release of restricted vs. unrestricted revenue, in line with HEAL’s revenue recognition policies.
- Prepare and present consolidated monthly, quarterly and annual financial reports for internal use, donor compliance, and board oversight.
- Internal Controls & Policy Implementation
- Implement and monitor accounting policies (cash receipts, accounts payable, payroll, procurement, corporate card, expense reimbursement, etc.) to safeguard assets and prevent fraud.
- Enforce segregation of duties and dual approvals for significant transactions.
- Support adoption and oversight of accounting systems, access controls, and process improvements.
- Budgeting and Cash Flow Oversight and Planning
- Monitor budget-to-actual results and flag variances.
- Support cash flow tracking to ensure sufficient funds are available for programs and operations.
- Provide accounting analysis to inform financial planning
- Collaborate with the Executive Director and senior leadership to support long-term financial planning and operational effectiveness.
- Team Supervision & Capacity Building
- Supervise, coordinate with, and train accounting staff in the U.S., Palestine, and Egypt.
- Ensure consistent accounting procedures and record keeping across all offices.
- Provide technical accounting guidance to staff and program leads.
- Systems & Process Improvement
- Oversee financial software systems and lead upgrades or transitions as needed.
- Identify and implement process improvements for efficiency and transparency.
- Grants & Donor Accounting
- Support program and development teams by providing accurate financial data for grant proposals and reports.
- Track and monitor grant budgets, restrictions, and compliance with donor requirements.
- Prepare donor financial reports with appropriate documentation for audit and monitoring.
Requirements:
- Bachelor’s degree in Accounting, Finance, or related field required.
- CPA or equivalent credential preferred, but not required.
- At least 5 years of consistent experience in nonprofit accounting, including 3+ years in a managerial role.
- Strong understanding of U.S. nonprofit accounting standards, grant reporting, and audit processes.
- Experience managing international offices or teams is required.
- Proficiency in QuickBooks, Excel, and financial management systems.
- Excellent organizational, communication, and leadership skills.
- Commitment to HEAL Palestine’s mission and values; cultural sensitivity and understanding of the Palestinian context is a plus.
- Bilingual (English/Arabic) preferred, but not required.
