Since 1984, ECA has led the design and implementation of high-quality energy conservation, education, and home repair initiatives to eliminate energy burden and stabilize low-income families in their homes and communities.

    About the Position

    ECA seeks a Grants Compliance Manager to oversee and ensure compliance with all government and foundation grants, contracts, and cooperative agreements. This position plays a key role in maintaining fiscal integrity, regulatory compliance, and program accountability across the organization.

    The ideal candidate will bring prior experience in nonprofit grants management, a strong understanding of federal and state funding regulations—including those from the U.S. Department of Energy (DOE), Low Income Home Energy Assistance Program (LIHEAP), U.S. Department of Housing and Urban Development (HUD), and U.S. Department of Labor (DOL)—and the ability to work collaboratively with finance, development, and program teams to ensure that ECA fulfills all grant requirements and delivers measurable impact.

    Key Duties & Responsibilities:

    Education, Knowledge, Skills & Abilities:

      • Oversee compliance for all federal, state, local, and private grants and contracts.
      • Monitor expenditures and ensure spending aligns with approved budgets and funding conditions.
      • Ensure adherence to federal regulations, including 2 CFR 200 (Uniform Guidance) and other agency-specific compliance frameworks.
      • Collaborate with program and finance teams to prepare and submit timely and accurate reports, invoices, and documentation to funders.
      • Maintain organized, auditable records for all grants, including agreements, amendments, and deliverables.
      • Conduct internal compliance reviews and prepare the organization for external monitoring or audits.
      • Serve as ECA’s primary liaison with federal, state, and foundation partners on grant compliance matters.
      • Provide staff training and technical guidance on regulatory and reporting requirements.
      • Review grant proposals and budgets to ensure alignment with funder guidelines and compliance standards.

    Qualifications

      • Bachelor’s degree in accounting, finance, public administration, nonprofit management, or related field required; Master’s preferred.
      • Minimum 3–5 years of experience managing compliance for government and foundation grants within a nonprofit organization.
      • Strong knowledge of federal and state grant regulations, including DOE, LIHEAP, HUD, DOL, and related programs.
      • Demonstrated experience interpreting grant agreements, budgets, and audit findings.
      • Exceptional organizational, analytical, and written communication skills.
      • Ability to manage multiple projects simultaneously and work effectively across departments.
      • Proficiency in Salesforce, Microsoft Excel, and experience with accounting or grants management systems.

    What We Offer

    The pay range for this position $78k -$85k annually, commensurate with experience. ECA provides health and dental coverage, paid holidays, and a 403(b) plan with employer matching, among other benefits.
