The Chelmsford Housing Authority (CHA) seeks an experienced and innovative executive director to lead and manage its programs, properties, and contracts.
The CHA is a progressive and innovative public housing agency that provides safe, affordable housing and supportive services to low-and moderate-income households, seniors, and individuals with disabilities. The CHA administers a highly diverse portfolio of federal, state, and privately funded housing programs, engages in housing development, and partners with community stakeholders to advance resident well-being and expand affordable housing opportunities.
All told, the CHA owns and operates over 170 units of Massachusetts state public housing, including 157 ch. 667 units, 8 ch.667 congregate units, 16 ch.689 and ch.167 units, and 11 ch. 705 units. CHA also operates more than 851 Section 8 Housing Choice Vouchers (HCV), including specialized programs such as Certain Development Vouchers, VASH, Mainstream Vouchers, RAD for PRAC, Homeownership Vouchers and Project Based Vouchers. This in addition to managing over 500 units financed through LIHTC and other funding sources, as well as being the Northeast Regional Capital Assistance Team (RCAT).
Required Minimum Qualifications: Minimum eight years’ experience in public or private housing, community development, public administration, non-profit administration, or a closely related field that demonstrates strong management and organizational skills. Strong Management and organization skills required. At least three years of supervisory experience of a staff of twenty-five or more is required. Excellent written and verbal skills necessary to effectively communicate with other housing authorities, local officials, boards, residents, service providers and funding agencies. Substantial background in the implementation of management controls, systems, and business process change. Demonstrated record of creativity and innovation strongly desired.
Working knowledge of fiscal management, maintenance systems, personnel, and administrative management systems in public and private housing is required. Demonstrated knowledge of local, state, and federal governmental procedures and regulations as they relate to housing development, construction and the management of local housing authority operations required. Experience working with people of various socio-economic backgrounds.
While not required for hiring, certification as a property manager or similar classification by a nationally recognized housing or real estate organization or by certification as a MPHA of an EOHLC-approved Massachusetts Public Housing Administrator Certification Program is desirable or must be obtained within the first year of employment.
The work week is 37.5 hrs. per week and includes a generous benefit portfolio.
