THE ORGANIZATION

Health Care For All (HCFA) is a state-based consumer health advocacy organization founded in 1985. HCFA’s mission is to advocate for health justice in Massachusetts by working to promote health equity and ensure coverage and access for all. The organization is recognized as a national leader in its work.

HCFA uses three strategies to conduct its work: direct service, community engagement, and policy and advocacy campaigns. HCFA helps tens of thousands of individuals and families in five languages enroll in and renew their health insurance coverage each year and troubleshoot health coverage issues through a unique, multi-lingual consumer assistance HelpLine. HCFA staff are also in the community working with a diverse group of local community- and faith-based organizations conducting outreach work, education efforts and supporting individuals to share their stories and play a role in policy change. HCFA uses the insights from HelpLine callers and community residents to shape the organization’s advocacy agenda. HCFA policy work is conducted through a health equity lens and strives to make care more equitable, affordable and accessible for everyone in the Commonwealth. HCFA leads and participates in numerous policy advocacy coalitions, and these coalitions bring together a wide variety of organizations to work collaboratively to make meaningful health policy changes. By uniting diverse constituencies, HCFA is able to magnify its policy reach on many fronts.

In recent years, HCFA has expanded its public health outreach through large-scale initiatives such as the MassHealth Redetermination Campaign and the Vaccine Equity Initiative. These campaigns, conducted in partnership with the state and grassroots organizations, focus on delivering culturally and linguistically appropriate information and services to communities disproportionately affected by systemic health inequities. HCFA has also been a trusted resource and leader in addressing the Steward Health Care hospital closures, helping patients navigate disruptions in care and ensuring communities have access to critical health system information and assistance. These initiatives reflect HCFA’s growing capacity to lead high-impact, rapid-response public health campaigns that build trust, expand access, and advance health equity

The organization’s achievements include leading Massachusetts health reform efforts, including legislation in 2006 that was the blueprint for the Affordable Care Act. Today, HCFA spearheads the campaigns and coalitions necessary to improve health care access and affordability, as well as address the many inequities in our current health care system.

POSITION SUMMARY

HCFA is seeking a strategic, entrepreneurial, collaborative, and deeply motivated Director of Development to lead and grow our existing fundraising program. This newly created position will serve as a key member of the senior leadership team, responsible for developing and executing a comprehensive fundraising strategy to support and sustain HCFA’s mission. The Director of Development will oversee all development functions, including individual giving, institutional fundraising, grants, donor engagement, fundraising events, and donor communications. These revenue building opportunities should target both short-term revenue needs as well as long-term sustainability.

This role is ideal for an experienced and entrepreneurial development professional who is excited about building a development infrastructure, cultivating meaningful relationships, and positioning HCFA for long-term growth and impact.

SUPERVISION

The Director of Development will report to the Executive Director.

RESPONSIBILITIES

Strategy and Leadership

1. Design and implement a comprehensive fundraising strategy to grow and diversify HCFA’s revenue streams, with a working annual fundraising goal of $8-3.3

• M, inclusive of foundation grants, individual giving, special events and institutional partnerships.
• Partner with the Executive Director to build and share the development function, including staffing design, workflow systems, and long-term sustainability planning.
• Serve as a thought partner to the Executive Director and management team, ensuring development strategies align with organizational priorities.
• Establish systems, tools, and metrics to track fundraising performance and donor engagement.
• Monitor and analyze fundraising data to evaluate performance, adjust strategies, and produce reports on progress and trends for internal and external stakeholders.
• Ensure adherence to best practices in fundraising programs, donor stewardship and financial reporting.
• Serve as an ambassador for HCFA, its core mission and for the people it represents.

Donor Cultivation and Stewardship

• Build and manage a portfolio of individual major donors and prospects.
• Develop stewardship strategies to cultivate strong relationships with current and prospective donors, including Board members.
• Support the Executive Director in donor engagement and major gift solicitation.

Institutional Giving

• Oversee and expand foundation and corporate partnerships.
• Collaborate with HCFA staff to develop compelling grant proposals and reports that communicate HCFA’s impact and value.

Events and Campaigns

• Lead all aspects of HCFA’s annual fundraising event (“For The People”), which raises approximately $400,000 annually.
• Design and implement smaller donor cultivation events throughout the year.

Team and Collaboration

• Work closely with the Communications team to ensure consistent messaging and branding across donor-facing materials.
• Partner with the Finance Team to ensure accurate reporting, budgeting, and compliance.

QUALIFICATIONS

• Minimum of 8+ years of progressive experience in nonprofit fundraising, including major gifts, foundation/corporate giving, and donor communications.
• Strong knowledge of public health policy and the health care environment in Massachusetts is very strongly preferred.
• Demonstrated success in managing fundraising campaigns and cultivating major donors.
• Experience building or revamping a development program or team strongly preferred.
• Excellent interpersonal, writing, and verbal communication skills.
• Strong project management skills, with the ability to balance strategy with execution.
• Collaborative, self-motivated, and mission-driven.
• Proficiency with donor databases (e.g., Salesforce, Network for Good, Boomerang or similar).
• Bachelor's degree required; advanced degree or CFRE certification a plus.
• Deep commitment to HCFA’s mission, values, and a strong understanding of issues related to diversity, equity, and inclusion.

SALARY RANGE 

• Salary range: $125,000 - $145,000
