    Description

    The position is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. The position will initially be offered as a remote contract, valid until the legal registration of our operations in Jordan is complete. Once registration is finalized, the successful candidate will be expected to relocate and be based in Amman.

    As Head of Finance, you will be leading the set up of the finance department, establishing a finance team, financial processes and systems that are leand, agile and aligned with national and WHH regulations. You'll work closely with the Head of Programs, HR Manager and Logistics Coordinators on ensuring coherent planning and harmony between departments. You'll support the Head of Mission in financial planning and management of the various country operations. You'll continously promote efficiency in the finance department and eastablish a solution oriented work culture within the department.

    Your responsibilities

    Ensure that all financial administrative processes in the country operations are auditable and that they run efficiently.

    Support the Head of Mission in ensuring proper financial management of the country operations in Jordan, Iraq, Palestine and Yemen, suggest/recommend improvements in financial management of the operations while ensuring agility, efficieny and compliance.

    Supervise the financial management of the Amman Hub and all measures taken to re-finance the operations, report to the Head Office and plan for liquidity in a timely manner

    Take active role in project design and lead the development of budgets in collaboration with the head of programs.

    Actively participate in review and development of country strategies

    Direct support in budget planning and forecasting, closely monitor budget spent with Heads of Projects, and troubleshoot any concerns to the Head of Programs and the Head of Mission

    Support project partner organizations (PPOs) in financial management to ensure compliance with contracts and donor requirements.

    Work closely with Partnership team of the country offices for the financial capacity building of national and local partners

    Ensure finalization of annual accounts of projects and timely submission to Head Office, and the timely and quality submission of interim and financial reports to donors,

    Coordinate internal and external audits and ensure implementation of audits recommendations

    Establish, lead and manage the finance team (including staff planning, performance and development) while ensuring a good working environment, and closely collaborate with HR for the upskilling of finance staff

    Continously review finance workflow in the mission with focus on improving efficiency, ensure availability of finance manuals and procedures, take active role in their review and improvement within country office, and take the lead in their understanding by all staff

    Provide qualified advice for the projects in administrative matters and ensure regular coordination between Finance, Heads of Projects, Head of Programs and relevant stakeholders

    Your profile

    A university or college degree in a relevant field e.g. humanitarian action, finance and/or accounting

    At least 5 years of professional experience as Head of Finance or equilavent in an NGO

    Prior experience in setting up NGO country offices would be essential

    Proven experience in working with national partners, and (I)NGO consortiums

    Experience with AA, BMZ, OCHA, ECHO and in depth knowledge of their requirements

    Advanced knowledge of Excel and financial management softwares

    Previous working experience in Middle-East is desired

    Readiness to receive necessary vaccinations for working in Welthungerhilfe's program countries

    You are willing and able to travel within the region to Jordan, Iraq, Israel, Palestine and Yemen , subject to security conditions and visa eligibility.

    Excellent spoken and written English is essential, Arabic language skills would be an advantage
