    Description

    The Civil Service Commission and Responsibilities:

    The District adopted a Civil Service System for uniform standards in hiring, promotion and tenure for District employees. The five-member Civil Service Commission are volunteers who oversee the District's Civil Service System. Commissioners are appointed by the Board of Directors and serve four-year terms. Meetings typically occur quarterly (January, April, July and October) at 3pm at our Command and Business Operations Center in Tigard. Occasionally, special meetings are scheduled in addition to the regular quarterly meetings. Meetings address a variety of matters, including oversight of actions related to classification, examinations, eligible list management, appointment, and appeals.

    The District is seeking to fill one vacancy on the five-member Commission.

    An ideal volunteer candidate...

      • Is an elector of an area served by the District or owns property within the District's service area.
      • Has an understanding of and commitment to the general purposes of the District's civil service rules, including providing equal opportunity to qualified persons in all aspects of employment in Civil Service positions and to increase effectiveness and efficiency in the administration of personnel processes.
      • Has the ability to make high quality decisions, based on a mixture of analysis, wisdom, experience and judgement.
      • Is comfortable dealing with concepts and complexity.
      • Has a broad perspective for viewing a situation.
      • Is able to make a commitment to a four-year term as an unpaid volunteer, with attendance at quarterly evening meetings in Tigard and special meetings as needed.

    Commissioners may not be a member of the governing body of the District or an employee of the District.

    The Commission's four current members have a combined tenure of over 67 years! This is an indication of how rewarding they have found the experience of serving the organization in this role.
