    As a movement operations organization, we believe in building thoughtful systems that support a people-powered movement. We are providing back office support to our partner organizations, increasing their ability to build power and fight for justice in working-class communities of color.

    Resilient Strategies partners with key grassroots organizations led by working class people of color. Current RS Network Partner Organizations include: Seed the Vote, San Francisco Rising, the Chinese Progressive Association, Trabajadores Unidos - Workers United, Black Futures Lab, Seeding Change, Bay Resistance, and AAPIs for Civic Empowerment.

    Position Overview:

    This role manages onboarding for new partner organizations and high-volume canvass staff, ensuring accurate setup, compliance, and smooth transitions across HR systems. It supports payroll processing, risk management reporting, and administrative operations, while serving as a key cross-team liaison to maintain organized records, resolve issues, and strengthen internal coordination. Supervisory duties may also be required for this position. We are looking for an experienced HR generalist who can support our team as we continue to grow our network. Responsibilities subject to change based on candidates’ experience. The Human ResourcesManager reports directly to the Human Resources Director.

    Group Onboarding & New Organization Support (35%)

    • Manage and execute onboarding processes for new partner organizations, ensuring timely, accurate, and compliant setup across systems and workflows.
    • Serve as the primary point of contact for new organizations during onboarding, coordinating across internal teams to ensure readiness and alignment.
    • Develop, document, and continuously improve onboarding systems, timelines, and tools to support scale and consistency.

    Canvass & Field Staff Support (25%)

    • Manage canvass-related onboarding and offboarding processes, including high-volume hiring and terminations.
    • Support recruitment administration for canvass staff, including coordinating new hire paperwork, background checks, and compliance requirements.
    • Oversee administrative aspects of canvass employment changes to ensure accurate and timely updates in HR systems.
    • Support ongoing canvass operations by responding to onboarding-related questions and resolving administrative issues as they arise.

    Payroll support (20%)

    • Support with payroll; reviewing data and troubleshoot discrepancies
    • Manage systems and processes related to risk management and legal compliance, such as insurance and political reporting.
    • Track and report lobbying, partisan, and other reported activities for various organizations.

    Administrative & Cross-Team Support (20%)

    • Serve as a representative to the Admin/Partnerships Team, supporting coordination and communication across departments.
    • Complete new hire administrative tasks, including verifying driver’s licenses, reviewing timesheets, managing background checks, and ensuring compliance documentation is complete.
    • Maintain accurate employee and organization records in HR systems.
    • Support other administrative, partnerships, or organization-wide initiatives as needed.

    Additional and Shared Responsibilities:

    • Participate in staff activities for planning and evaluation as needed.
    • Support other campaigns, programs, and organization-wide activities as needed.

    Work Environment / Physical Demands

    This position will work out of the Oakland office; Hybrid work schedule of 3 days in-person / 2 days work from home; able to work on a computer including sitting at a desk for extended periods of time with or without reasonable accommodation; manual dexterity to operate a keyboard; able to see or read a computer screen and printed material with or without vision aids; able to speak clearly and in audible tones on the phone and in-person and be understood by others; able to hear and understand speech, including on the phone; able to understand and follow oral and written instructions; able to occasionally lift objects weighing up to 10 pounds, etc.

    Key Qualifications

    • At least 3 years working in people-centered human resources in social justice organizations.
    • Experience using HRIS platforms.
    • As a prerequisite, the successful candidate must believe in the core values of CEP, CEPEF and Resilient Strategies and be driven by the mission. The candidate should demonstrate a passion for breaking new ground to lead social change.
    • Beyond that, we are seeking a candidate that has proven experience in scaling an ecosystem of organizations and a demonstrated ability to both lead and build the capabilities of the staff team.

    Additional requirements are:

    • Action and Solution Oriented: Enjoys working hard and looks for challenges; able to act and react as necessary, even if limited information is available; not afraid to take charge of a situation; can take necessary leadership in challenging and difficult situations
    • Communication: Effective, thoughtful and compassionate written and verbal communication skills; be able to adapt communication to different audiences and situations; be able to develop clear and concise written communication
    • General Management: thorough understanding of finance, systems, and HR; broad experience with the full range of business functions and systems, including strategic development and planning, budgeting, business analysis, finance, information systems, human resources, and marketing

    Employment Terms: This position is being offered as a full-time, 40 hours/week position. This position is hybrid and reports to our Oakland office at least two times per week. Preference for San Francisco Bay Area.

    Salary and Benefits: Estimated salary range $70,000-$90,000 We offer a competitive health benefits package that includes: medical, dental, vision, and a generous paid time off schedule.
