ABOUT OUR COOPERATIVE
The East Bay Permanent Real Estate Cooperative (EB PREC) is a multi-stakeholder cooperative that facilitates BIPOC and allied communities to cooperatively organize, finance, purchase, occupy, and steward properties, taking them permanently off the speculative market. We create community controlled assets and empower our communities to cooperatively lead a just transition from an extractive capitalist system into one where communities are ecologically, emotionally, spiritually, culturally, and economically restorative and regenerative.
The Collective Action and Land Liberation Institute (CALLI) is a non-profit organization that confronts wealth inequality and racialized displacement by re-envisioning ownership and stewardship of land and housing. Rather than watching the fate of our communities be determined by wealthy speculators, large companies, and absentee landlords, CALLI builds collective power, grows pools of capital, develops skills, and galvanizes organized communities that can take action to shape the future of local land and buildings. CALLI is EB PREC’s affiliate non-profit organization.
PURPOSE OF THE POSITION
In 2024 CALLI acquired 4799 Shattuck Ave, Oakland CA, aka Omni Commons. This 20,000 sqft building is a long-time community organizing hub and event space. The building has long-term non-profit tenants with office and meeting space, a vacant office and creative space that needs to be activated and leased up, as well as 7,000 sqft of event space across three separate rooms. We are looking for a candidate to manage the property and community relations, with a strong commitment to our vision and mission, and the technical capacity to ensure this property operates smoothly and sustainably as a resource for the community into the future. The ideal candidate will demonstrate exceptional interpersonal and communication skills, as well as a proven ability to work effectively in a collaborative environment. We are looking for someone with trauma-informed and culturally relevant commercial property management experience to manage this multi-stakeholder building.
You will be the representative of Omni Commons to internal and external audiences, and uphold CALLI and EB PREC values and mission pillars in the community. You will build positive collaborative relationships with community, legacy groups, vendors, members, residents, artists, healers, and various partner organizations through the site management and relationship stewardship of 4799 Shattuck Ave.
KEY RESPONSIBILITIES
- Facility Management:
- Improve and maintain the building’s physical condition, identify and schedule necessary repairs and capital improvements, and ongoing maintenance.
- Manage repair staff, schedule work, and oversee contracts to ensure prompt and quality service.
- Meet with vendors onsite to obtain proposals for ongoing projects and new issues.
- Facilitate annual fire inspection, and other inspections as needed to identify life and safety issues and ongoing maintenance and repair needs of the building's interior and exterior.
- Ensure compliance with safety regulations, insurance requirements, and building codes, as well as adherence to specifications outlined in contracts and procedural documents.
- Business Development and Operations:
- Help develop and maintain efficient systems infrastructure and automations for property operations and management, including booking and space use systems to facilitate community events, and building access.
- Participate in business planning and financial modeling through research, due diligence, and cost tracking, on an ongoing basis to support a financially sustainable, affordable, and high quality leasing program and event venue.
- Implement and improve upon building rules, community guidelines, and a facilities management plan.
- Develop, manage, and grow Omni Commons community, membership, and room rental bookings through outreach and recruitment of new members & patrons.;
- Collaboratively explore and develop elements of participatory governance and decision making with building users that aligns with the vision for the building.
- Manage intake forms & draft agreements, oversee building calendar, lead event compliance, and support event hosting when appropriate.
- Bottom line financial reporting for the building. Conduct a detailed monthly review of all operating costs and produce reports, variances, or visualizations of operational expenses. Update the rent roll and compare revenue, expense and capital expenditures to the budget.
- Oversee building and office supply purchases.
- Lessee and Building Users Relationship Management:
- Primary point of contact with lessees over email, Slack, and in person.
- Track and respond to requests for information and repairs in a timely manner, providing regular updates to lessees with monthly newsletter.
- Send monthly invoices and followups as needed.
- Solicit participation and feedback through surveys, building meetings, etc.
- Address building inquiries, complaints, and requests in a timely manner.
- Enforce lease terms, building rules, and community guidelines, providing official and unofficial notices as needed.
- Work with EB PREC and CALLI teams to develop and pilot collective governance processes at the property.
- Occupancy and Lease up:
- Build out and implement marketing strategy (in coordination with our Communications Team) to lease up vacant spaces in the building to mission aligned organizations and non-profits. Market available spaces effectively and conduct property showings, tours, and outreach.
- Manage leasing applications, booking requests, tenant screenings, and user agreements. Establish standard policies and procedures.
- Work to ensure high occupancy and minimal vacancy periods for project financial feasibility.
- Create innovative solutions and incentives for on-time rent payment and to avoid other lease violations to help prevent eviction and financial impacts to the organization.
- Regularly evaluate market conditions and property comparables.
- Administration:
- Maintain accurate records of property transactions, leases, incidents, and maintenance activities.
- Ensure compliance with all applicable laws, regulations, and building standards.
- Review and help develop annual property management plans and operating budgets.
- Prepare reports for EB PREC or building occupants as required, providing quarterly updates to the Board and other stakeholders.
- Ensure prompt rental payment and handle arrears efficiently.
- Work with the team to ensure timely record keeping and accurate financial reporting & filing.
- Ensure continuous insurance coverage, and insurance compliance.

QUALIFICATIONS
- Bachelor’s degree in Business Administration, Real Estate, or related field; OR 3+ years experience working with a non-profit commercial property, housing organization, or cooperative.
- Proven experience in property management and/or commercial real estate.
- Strong knowledge of property management laws and regulations.
- Excellent verbal and written communication skills.
- Excellent time management and coordination skills.
- Excellent organizational skills using Asana or comparable project management software, and Google Workplace Suite. General ease with learning and using technology.
- Strong problem-solving abilities and attention to detail. Flexible and collaborative approach to management.
- Experience facilitating meetings and managing interpersonal dynamics of tenants.
- Passion for relationship building and social justice.
- Access to reliable transportation.
WORKING CONDITIONS
- This position is 90% in-office, at 4799 Shattuck Ave, Oakland CA.
- Frequent interaction with building occupants, maintenance staff, and contractors.
- Will require working some evenings or weekends as needed for meetings, events, trainings, and repairs.
- Ability to handle emergency situations outside of normal business hours and willingness to be on call for emergencies.
- Ability to occasionally lift and move up to 25 pounds (e.g., office supplies, light furniture, and event equipment).
This position offers an opportunity to compassionately manage commercial properties and co-steward with building occupants, ensuring satisfaction and operational efficiency while contributing to the overall success and longevity of the building and communities we work with.
HOURS, PAY, AND BENEFITS
This position is full time (30 hrs/wk), with $74,500 annual salary (75% of $99,333 Full Time Equivalent).
