    Position Overview:

    The Benefits Manager oversees the administration, communication, and compliance of employee benefits across partner organizations. This role manages health and retirement plans, leads open enrollment, coordinates with vendors and brokers, and provides day-to-day support to staff on benefits questions. They ensure accurate billing and payroll integration, maintain compliance with federal and state reporting requirements, and manage key policies and processes related to insurance, retirement, and employee eligibilitySupervisory duties may also be required for this position. We are looking for an experienced HR generalist who can support our team as we continue to grow our network. Responsibilities subject to change based on candidates’ experience. The Benefits Manager reports directly to the Human Resources Director.

    Benefits Manager

    Role and Responsibilities:

    Benefits Administration, Communication & Vendor Management (50%)

    • Manage and administer employee benefits programs across partner organizations, including health insurance, retirement plans, flexible spending accounts (FSA), and related benefit offerings, ensuring accurate, timely, and compliant execution.
    • Serve as the primary point of contact for benefits vendors, brokers, and administrators, including insurance carriers and third-party service providers.
    • Lead annual open enrollment processes, including coordinating plan selection, managing enrollment timelines, supporting carrier education, and ensuring clear and accessible communication to staff.
    • Act as a primary resource for benefits-related questions from staff and partner organizations, providing clear guidance and troubleshooting enrollment, eligibility, and claims issues; escalate complex concerns as appropriate.
    • Reconcile benefits billing and payroll deductions, identify discrepancies, and work with vendors and payroll teams to resolve issues efficiently.
    • Ensure timely and accurate transmission of enrollment data and changes that impact payroll and benefits deductions.

    Compliance, Reporting & Policy Management (30%)

    • Oversee benefits-related compliance and required reporting, including ACA reporting, Form 5500 filings, EITC notices, pay data reporting, and other federal, state, and local requirements.
    • Manage processes related to employee terminations and qualifying events, including COBRA administration and coordination with vendors to ensure timely notices and compliance.
    • Develop, maintain, and update benefits-related policies and procedures to ensure legal compliance and operational consistency.
    • Support development and maintenance of specific employment compliance policies, including Workplace Violence Prevention and Youth Employment policies.
    • Partner with legal, compliance, and operations teams to identify, assess, and mitigate benefits-related risk.

    Insurance & Retirement Program Management (20%)

    • Manage insurance plan renewals and ongoing relationships with brokers and carriers, including evaluating plan changes and coordinating implementation.
    • Oversee retirement program administration, ensuring accurate setup, compliance, and ongoing maintenance.
    • Manage relationships related to retirement benefits, including coordination with Ian and RPG.
    • Ensure benefits and retirement communications are distributed clearly and consistently to new and existing partner organizations, supporting understanding and participation.

    Work Environment / Physical Demands

    This position will work out of the Oakland office; Hybrid work schedule of 3 days in-person / 2 days work from home; able to work on a computer including sitting at a desk for extended periods of time with or without reasonable accommodation; manual dexterity to operate a keyboard; able to see or read a computer screen and printed material with or without vision aids; able to speak clearly and in audible tones on the phone and in-person and be understood by others; able to hear and understand speech, including on the phone; able to understand and follow oral and written instructions; able to occasionally lift objects weighing up to 10 pounds, etc.

    Key Qualifications

    • At least 3 years working in people-centered human resources in social justice organizations.
    • Experience using HRIS platforms.
    • As a prerequisite, the successful candidate must believe in the core values of CEP, CEPEF and Resilient Strategies and be driven by the mission. The candidate should demonstrate a passion for breaking new ground to lead social change.
    • Beyond that, we are seeking a candidate that has proven experience in scaling an ecosystem of organizations and a demonstrated ability to both lead and build the capabilities of the staff team.

    Additional requirements are:

    • Communication: Effective, thoughtful and compassionate written and verbal communication skills; be able to adapt communication to different audiences and situations; be able to develop clear and concise written communication
    • General Management: thorough understanding of finance, systems, and HR; broad experience with the full range of business functions and systems, including strategic development and planning, budgeting, business analysis, finance, information systems, human resources, and marketing

    Employment Terms: This position is being offered as a full-time, 40 hours/week position. This position is hybrid and reports to our Oakland office at least two times per week. Preference for San Francisco Bay Area. Remote candidates considered.

    Salary and Benefits: Estimated salary range $70,000-$90,000 We offer a competitive health benefits package that includes: medical, dental, vision, and a generous paid time off schedule.
