    Framework Strategies is a mission-driven consulting firm that specializes in housing and homelessness. Our mission is to expand affordable housing opportunities by partnering with communities to develop strategies for developing and improving housing resources. Our work commonly focuses on vulnerable populations, specializing in persons experiencing homelessness, living with a disability, aging, experiencing gender based violence, returning to their communities from the criminal justice system or with other special housing needs.

    Framework Strategies works with a variety of clients, including non-profit organizations both large and small and local, county and state governments. Our goal is to deliver high-quality services tailored to meet the specific needs of our clients. Framework Strategies assists clients with a range of projects, such as: support for the HUD’s Continuum of Care (CoC) program; HUD’s Youth Homelessness Demonstration Program (YHDP); grant applications related to housing/homelessness; housing needs assessments; system and program evaluation; development of housing projects and programs for vulnerable populations; cross-sector analysis and program development; housing- and homelessness-related trainings; establishing and advancing strategic goals; agency operational analysis, etc.

    Description

    Framework Strategies seeks to fill the full-time position of Associate to join our small and dynamic team. The Associate will work closely with other remote team members. This position will have the opportunity to work across a variety of projects, with a significant portion of time spent on supporting Framework Strategies’ homelessness-related work.

    We seek candidates with demonstrated data analysis/visualization/presentation skills to advance projects on behalf of our clients. In addition, the ideal candidate will be someone with experience providing technical assistance, who has strong writing skills and a working knowledge of homelessness and/or housing policy and programs. This role will require project management skills and the ability to manage tasks across multiple projects and to work independently as well as in a collaborative, team-oriented environment.

    Duties & Responsibilities

    • Evaluate the outcomes of CoC-funded projects. As needed, this also includes project monitoring, development of a corrective action plan, and technical assistance to support improved performance.
    • Evaluate outcomes of the CoC system. This can include research/ design/ development of policies and/or programs to support and enhance the work of the CoC.
    • Participate on various Committees working to advance efforts to reduce homelessness and/or increase housing resources.
    • Provide project management support and subject matter expertise to lead and facilitate working committees on behalf of the CoC and/or other groups.
    • Design and deliver training, as needed, to support best practices in service delivery, the design/ operation of high-quality programming, and to support program compliance among service providers.
    • Analyze quantitative and qualitative data for use in projects and reports to clients. This includes manipulation of various datasets, such as Homeless Management Information System data, Point in Time Count, Housing Inventory Count, System Performance Measures, Annual Performance Review, Census and other state and federal data.
    • Synthesize information and summarize data findings in various formats, such as written reports, presentations, charts/graphs/data visualizations, data dashboards, infographics, etc.
    • Independently, and in partnership with other Framework Strategies team members, assist in drafting and editing reports, planning documents, grant applications, analyses and other materials.
    • Develop/ contribute to the development of high-quality materials for use in trainings, presentations, workshops, etc.
    • Review current and related research and policy literature to stay abreast of emerging studies, reports, and promising practices focused on housing and homelessness.
    • Provide general support to team members, as needed.

    Qualifications & Skills

    General work experience:

    • Five+ years prior relevant work experience.
    • Bachelor’s degree required, in public policy, public administration, urban studies/planning, social work, data analysis, social sciences or a related field.
    • Equivalent relevant experience, including a combination of life, work and educational experiences, will be considered.

    The following qualifications and skills are required for this position:

    • Commitment and passion for our mission.
    • Expertise in HUD CoC program regulations/ rules.
    • Strong interest in issues related to homelessness, housing, and poverty.
    • Strategic, creative, problem-solving oriented thinking.
    • Grant monitoring and/or grant management experience.
    • Providing technical assistance to homeless assistance providers.
    • Supporting/facilitating community-driven planning and implementation processes.
    • Prior experience in working with large data sets and the ability to create and manage complex spreadsheets and reports, including demonstrated experience and advanced proficiency with Microsoft Excel.
    • Ability to develop survey instruments and analyze results.
    • Project management experience.
    • Excellent interpersonal skills and ability to effectively communicate and interact with internal staff, clients and external partners, both in writing and orally.
    • Ability to work independently as well as in a team-oriented and collaborative environment.
    • Ability to work well under pressure and effectively organize and manage tasks to meet deadlines.
    • Personal integrity and attention to detail.

    Prior experience in the following areas is preferred/considered a plus for those applying:

    • Knowledge and experience working Public Housing Authorities and other federal funding sources that support housing and homelessness.
    • Working with homelessness-related datasets and systems, such as HMIS, esnaps, HDX and/or Sage.
    • Applying for/writing successful grant applications.
    • Experience working with community partners to develop/implement strategic goals.
    • Presenting information to a range of audiences.
    • Developing training materials and/or conducting group training.
    • Experience creating interactive data dashboards using tools such as Tableau.
    • Strong writing and analytical skills. Should have the ability to:
      • Draft reports, papers and grant applications;
      • Draw policy and practice implications from data and research; and
      • Summarize data findings and academic research.
    • Proficiency with Microsoft Word and PowerPoint.

    Work Location/Expectations

    • Mostly virtual. The office is located in Elkins Park, PA. In-person meetings required as needed throughout Pennsylvania and beyond from time to time.
    • The ability to travel independently is required.
    • A valid Driver’s License and reliable transportation are preferred, but exceptions may be considered.

    Compensation

    • $75,000-$95,000. We negotiate actual salaries with our final candidate based on their specific experience in similar roles, and expertise related to the qualifications.
