    Job Purpose:

    Eviction Defense Collaborative (EDC) is committed to protecting tenants’ rights, preventing homelessness, and advancing a more just and equitable housing system. The RTC Clinic Program Supervisor plays a key role within EDC’s Tenant Right to Counsel (TRC) Program by overseeing day-to-day clinic program operations and ensuring the delivery of high-quality, trauma-informed, and client-centered services for tenants facing eviction.

    As the primary operational and people-management lead for the Right to Counsel Clinic, the RTC Clinic Program Supervisor supports staff working on the frontlines of eviction defense, fosters a collaborative and accountable clinic culture, and ensures services are delivered efficiently, compassionately, and in compliance with program, grant, and organizational requirements. This role supports pro per service delivery in accordance with established protocols, with legal review and substantive legal determinations handled by designated legal leadership.

    Duties & Responsibilities:

    Clinic Supervision and Program Leadership (50%)

    • Provide day-to-day supervision, guidance, and support to Right to Counsel Coordinators (RTCCs), Senior RTCCs, clinic volunteers, interns, and triage staff
    • In collaboration with program leadership, recruit, onboard, train, and support clinic staff, ensuring consistent application of clinic procedures, intake standards, and referral protocols.
    • Oversee clinic scheduling, workflow, and coverage to ensure timely and equitable access to services for tenants.
    • Provide ongoing coaching, feedback, and performance management, including regular check
    • ins and participation in formal performance review processes.
    • Approve RTCC timesheets and ensure accurate tracking of staff time in accordance with organizational and funder requirements.
    • Serve as a point of escalation for complex client, staff, or operational issues in the clinic.

    Right to Counsel and Pro Per Assistance (35%)

    • Provide pro per legal assistance to unrepresented tenants in unlawful detainer matters, including first responses, stays of execution, and other emergency filings, to prevent default judgments and sheriff lockouts.
    • Oversee and support RTCC and Sr. RTCC provision of pro per assistance, ensuring accuracy, consistency, and adherence to clinic protocols.
    • Coordinate Tenant Right to Counsel referrals by applying referral protocols, initiating conflict checks with Legal Services Organizations (LSOs), and ensuring smooth handoff of cases.
    • Use sound judgment to triage cases and determine appropriate levels of assistance or referral.
    • Assist RTCC and Sr. RTCCs as needed on the delivery of client services.

    Administrative, Data, and Cross-Program Coordination (15%)

    • Ensure timely and accurate data entry to support program evaluation, grant compliance, and outcomes reporting.
    • Collaborate with program leadership to maintain and improve databases and tracking systems (e.g., Salesforce or similar), balancing efficiency with data integrity.
    • Provide training to clinic staff on data entry standards, documentation requirements, and reporting expectations.
    • Monitor the TRC referral system to confirm proof of representation and track referral outcomes.
    • Attend weekly program meetings, monthly agencywide meetings, and relevant leadership or supervision meetings.
    • Support clinic related administrative functions, including:
    • Office signage and client facing communications
    • Maintenance of files and required documentation for volunteers and special projects
    • Coordination of outreach and education related to Right to Counsel services
    • Communication on office closures or service changes to clients and community partners
    • Perform other duties as assigned in support of EDC’s mission.

    Qualifications:

    Minimum qualifications:

    • 1+ year of experience supervising or leading staff in a high-volume, client facing environment, including responsibility for scheduling, workflow coordination, and performance management
    • Demonstrated experience providing direct services in a legal services, housing, or social justice setting.
    • Strong understanding of trauma informed, culturally responsive service delivery.
    • Excellent written and verbal communication skills.
    • Proficiency with Microsoft Office Suite; experience with Salesforce or other case management databases preferred.
    • Ability to manage multiple priorities, make timely decisions, and work effectively under pressure.
    • Knowledgeable about the unlawful detainer process in San Francisco and familiarity with state and local housing laws, including the San Francisco Rent Ordinance, Tenant Right to Counsel (TRC) program, eviction protections and procedures, fair housing, habitability, and subsidized housing programs.

    Preferred Qualifications

    • Bachelor’s Degree or equivalent experience working in eviction defense, landlord tenant law, or housing stability programs.
    • 2+ years of formal supervisory experience
    • Experience coordinating or supervising pro per legal services or clinic based programs.
    • Proficiency in Spanish, Cantonese, Mandarin, or another language commonly spoken in San Francisco is a plus.
    • Experience working in unionized, interdisciplinary, or nonprofit legal services environments.

    • Good listening skills and ability to convey complex information clearly and calmly.
    • Proficiency with Microsoft Office Suite and other office software; Salesforce or other legal/case management database experience.

    Union:

    EDC staff are represented by the National Organization of Legal Services Workers (NOLSW, UAW Local 2320, AFL-CIO). This position is not a union position and is not subject to the terms of the collective bargaining agreement.

    Working Conditions:

    This role may involve handling sensitive or confidential matters and requires a high level of professionalism, and the ability to navigate interpersonal dynamics with empathy and fairness are essential. The role also involves working with individuals during moments of extreme stress and instability and requires the ability to deliver culturally sensitive and empathetic services. Some evening and weekend work may be required.

    EDC adheres to health and safety protocols established by the San Francisco Department of Public Health, the CDC, and federal and state OSHA requirements.

    This is a hybrid role with an expectation to be on-site the at least three (3) days per week, depending on the needs of the organization and of the RTC Clinic and Litigation teams.

    EDC maintains a minimum three-day in-office policy for all employees. Staff are expected to be available and responsive via email, phone, and video conferencing during standard business hours (Monday through Friday, 9:00 a.m. – 5:00 p.m.) while working remotely, and to communicate with their supervisor when attending off-site meetings or obligations. Remote work equipment and an internet/utilities stipend are provided in accordance with the needs of the role and department.

    Direct Reports:

    The RTC Clinic Program Supervisor supervises a portion of the Right to Counsel Clinic team, including approximately 6–8 Right to Counsel Coordinators and 1–2 Senior Right to Counsel Coordinators, as well as clinic volunteers and triage staff. Direct reporting assignments and supervisory responsibilities are determined by the Director of Litigation and Policy.

    Benefits

    Multilingual Stipend: EDC offers a multilingual stipend of $125 per month per test ($1,500 per year)-whether written or oral- for specific roles that regularly use oral or written communication with clients or related parties in Spanish, Tagalog, Cantonese, or Mandarin. To qualify, employees must pass an oral and/or written test approved by the Labor-Management Committee. This position is eligible for the multilingual stipend.
