    Description

    The HR Generalist (Fringe Benefits) provides essential support to the NYCSBUS Human Resources team by managing and coordinating employee benefit programs. This role focuses on the administration of fringe benefits, including health, dental, vision, life insurance, disability, retirement plans, and commuter benefits, ensuring employees receive timely, accurate information and access to their benefits.

    Reporting directly to the CHRO, the HR Generalist works closely with the Senior HR Manager, Payroll Specialist, Talent Acquisition and Onboarding/Offboarding team members to maintain benefits data in HRIS systems, support open enrollment, and respond to employee inquiries. The role also contributes to compliance reporting, vendor coordination, and internal audits.

    This position requires a detail-oriented professional with strong communication and organizational skills, capable of handling sensitive information with discretion. The HR Generalist plays a key role in enhancing the employee experience, supporting engagement initiatives, and upholding the integrity of NYCSBUS’s benefits programs.

    The Company:

    NYCSBUS (NYC School Bus Umbrella Services Inc.) is a not-for-profit corporation that provides school bus transportation services to New York City public and private school students, the majority of whom have Individualized Educational Programs. It operates more than 800 school bus routes throughout all of NYC with a staff of approximately 1,800 people from six locations with a budget of $218 million. NYSCBUS’s goal is to radically improve student bus transportation by innovating in all areas and by providing unprecedented transparency in bus operations to school districts that outsource this service.

    Key Work Responsibilities:

    Fringe Benefits Administration

    • Administers employee fringe benefits programs, including health insurance, dental, vision, life insurance, disability, commuter benefits, and retirement plans
    • Coordinates open enrollment processes, including employee communications, system updates, and vendor liaison
    • Tracks eligibility, enrollment status, and changes in benefits coverage
    • Processes benefit elections, terminations, and qualifying life event changes in HRIS and vendor systems
    • Reconciles monthly benefits invoices and resolve discrepancies with vendors and finance
    • Leads Open Enrollment Season and Benefits Life Events

    Employee Support & Communication

    • Serves as a primary point of contact for employee benefits inquiries
    • Educates employees on available benefits, eligibility criteria, and enrollment procedures
    • Develops and distribute clear, engaging benefits communications and resources
    • Supports onboarding and offboarding processes with benefits-related documentation and guidance

    Compliance & Reporting

    • Ensures compliance with federal, state, and local regulations (e.g., ACA, COBRA, HIPAA, ERISA)
    • Assists with audits and reporting requirements related to benefits and payroll
    • Maintains accurate and confidential employee benefits records in HRIS (UKG)
    • Collaborate with the CHRO and the Senior HR Manager with 401K and Medical 5500 filing.

    Cross-Functional Collaboration

    • Partners with Payroll Specialist to ensure accurate deductions and timely updates
    • Works with Talent Acquisition and HR team to support new hire benefits setup and employee engagement initiatives
    • Supports the Senior HR Manager with special projects, including benefits analysis, vendor evaluations, and policy updates

    Other Duties

    • Engage in PICK Season preparation
    • Participate in All Hands On Deck
    • Responsible for special projects as assigned

    Qualifications & Job Competencies:

    • Eligible to work in the U.S.
    • Bachelor’s degree in Human Resources, Business Administration, or related field preferred
    • 2–4 years of experience in benefits administration
    • Familiarity with HRIS systems (UKG preferred) and benefits platforms
    • Strong understanding of benefits compliance and regulatory requirements
    • Excellent communication, organizational, and problem-solving skills
    • Ability to handle sensitive information with discretion and professionalism
    • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
    • Proficiency in G-Suite

    Compensation & Benefits

    • Salary Range - $65K - 75K
    • Comprehensive benefits including health coverage, paid vacation, paid holidays, and PTO.
