    The Law Enforcement Action Partnership (LEAP) is seeking a dedicated and motivated full-time Program Specialist to increase our Community Responder team’s capacity for data analysis and outreach. This role is pivotal in helping cities send the right responders to 9-1-1 calls in order to address the root causes of crime, prevent negative police interactions, and remove responsibilities from the plate of the police. The Program Specialist will work remotely, analyzing data and engaging with city stakeholders across the country to build and expand community responder programs.

    Qualifications:

    • Dedication to racial justice, drug policy reform, and criminal justice reform
    • Experience using Excel or statistical software to analyze and glean insights from large datasets
    • Proven ability to work independently with minimal supervision
    • Exceptional organizational skills with the ability to manage projects simultaneously and prioritize tasks
    • Strong writing skills for explaining data analysis, writing reports, and communicating with key stakeholders, including city officials and data experts
    • Ability to communicate with a wide range of audiences, demonstrating professionalism and empathy in all interactions
    • Knowledge of 9-1-1 and first responder systems is a plus
    • Direct personal or professional experience with the criminal justice system is a plus. Personal experience includes being a crime survivor or directly impacted by incarceration, as well as having a close family member who is a crime survivor or directly impacted by incarceration.
    • I-9 work authorization requirements apply.

    Responsibilities:

    • Data Analysis: Regularly use Excel or statistical software to analyze large sets of city Computer-Aided Dispatch (CAD) 9-1-1 police calls for service data, using fields such as call type, disposition, call narratives, and time stamps to identify police calls for service that could be diverted to community responders and to assess the impact of existing community responder programs. Prepare and present figures and reports to city officials to share actionable insights and motivate program expansion.
    • Research: Conduct research on specialized topics to assist in crafting detailed city-level reports and national best practice projects.
    • Project Management: Self-motivate and remain organized in a fast-paced remote working environment. Track and manage notes, contacts, and next steps for multiple, concurrent projects across numerous cities.
    • Communication: Attract interest in LEAP data analysis projects from city officials and manage communication throughout those projects. Identify and engage with city staff, continuously monitor prioritized cities, organize calls with city stakeholders, and ensure outreach objectives are achieved.
    • Technical Proficiency: Utilize computer applications effectively, including: managing data in Google Sheets and Excel, creating and editing Google Docs, scheduling meetings on Google Calendar, and using and updating Airtable databases.
    • Additional Duties: Perform other tasks as assigned by the Program Director.
    • Note: this responsibilities list is not all-inclusive; it is intended to serve as a guide. The Program Director retains the right to assign other tasks and determine changes to job responsibilities.

    Education and Experience Requirements:

    2-5 years of relevant professional experience are required. LEAP focuses on abilities and growth potential rather than formal education credentials. Applicants will be given opportunities to demonstrate their abilities in the course of the application process.

    Physical Requirements:

    Prolonged periods of working on a computer, requiring visual acuity and manual dexterity.

    Note:

    Our entire organization works remotely from multiple locations and communicates mostly by video conference, email, and telephone. I-9 work authorization requirements apply. We do not gather in an office. We meet in-person for an annual staff retreat, and some staff attend in-person events, meetings, and conferences. Approved work related travel will be covered by the organization. We also offer funds to cover the tools necessary to perform the job remotely according to our technology policy, which will be communicated with candidates at the appropriate time.

    The Law Enforcement Action Partnership (LEAP) was founded in 2002 by five police officers who wanted to end the War on Drugs. Today, LEAP is a national nonprofit with more than 300 police, judges, prosecutors, and corrections representatives who support criminal justice and drug policy reforms to make communities safer. LEAP’s community responder team complements this work by assisting individual cities in designing and implementing a community responder model tailored to their jurisdiction.

    Benefits

    Hours of Work/Schedule: 40 hours per week / Monday - Friday / some flexibility in hours, but available each day between 11am and 4pm ET
