    About Oakland Promise

    Oakland Promise’s (“OP”) mission is to engage the Oakland community to advance economic mobility through cradle-to-career achievement. OP is both a direct service organization and a backbone organization to organize collective impact work towards the goal of economic mobility for Oakland youth. OP direct services are available to young learners (from newborns to college graduates) and their families who reside in Oakland. We offer every child the financial resources, educational programming, mentorship, and a supportive community to help them and their families seek out and thrive in higher education and the career of their choosing. OP achieves its work through four key programs: Brilliant Baby, Kindergarten to College, College Access, and College Completion and serves as a convener and grant maker for local community organizations to achieve collective impact. OP is a Promise Neighborhoods and Full Service Community Schools grantee through the U.S. Department of Education to be the convener of place-based collective work in East Oakland.

    Position Summary

    The Impact & Evaluation Senior Manager will report to the Director of Impact & Evaluation and will manage the Impact & Evaluation Coordinator. This role, under the supervision of the Director, will lead data gathering, research design, data analysis, and reporting for collective impact evaluation projects, including city and federal grant reporting within a Results-Based Accountability Framework. The Senior Manager will serve as a valuable thought partner to others on the Impact & Evaluation team and other organizational leaders. The Senior Manager will be engaged in monitoring and evaluation learning with other Oakland Promise teams, working towards efficient, accurate, and impactful data collection, storytelling, and reporting.

    Who You Are

    You are a detail-oriented, analytical, and collaborative professional with a passion for data-driven decision-making and community-based research. You have experience in mixed-methods data analysis using R, community-based evaluation methods, survey and research design and implementation, data visualization and translation to diverse audiences, and you are comfortable working with community stakeholders to achieve shared goals.

    What You Will Do (Duties and Responsibilities)

    Lead evaluation and data analysis

    Lead data gathering, survey, and research design, and data analysis for collective impact evaluation projects, including city and federal grant reporting aligned with the Director of Impact & Evaluation’s strategic evaluation strategy.

    • Lead data analysis for reports to major initiatives, including Oakland Children’s Initiative, Department of Education Promise Neighborhoods Planning and Early Implementation Grant, Department of Education Full Service Community Schools Grant, and others under the guidance of the Director.
    • Manage the Impact & Evaluation Coordinator, including setting annual goals, delegating day-to-day tasks, supervising their work, thought partnering, and mentoring for professional growth.
    • Collaborate closely with the Director of Impact & Evaluation, Impact & Evaluation team members, the Director of the East Oakland Promise Neighborhood, and other leaders and stakeholders towards common evaluation goals.
    • Assess existing internal data collection systems, suggest upgrades and improvements, and evaluate external data sources.

    Community and Partner Engagement

    • Act as a point of contact for East Oakland Promise Neighborhood and Full Service Community Schools partners and schools for evaluation-related activities.
    • Provide onboarding training and technical assistance to partners and subcontractors as needed.
    • Build relationships and share data with schools, partners, and other stakeholders.
    • Collaborate with the Oakland Unified School District to gather school climate data needed for external reporting.

    Reporting and deliverables

    • Preparing data and analyses for key deliverables, including the annual Scholar Report, Results-based Accountability metrics Report, Community Briefing, and Annual Report.
    • Present to organizational leadership on a quarterly basis to contribute to data-informed decision-making.
    • Lead the team’s data visualization activities using tools such as R, Tableau, and others.

    Process documentation

    • Document data analysis processes and coding for clean and reproducible analyses.
    • Document recurring processes and procedures in the Data Policies and Procedures Handbook.

    Event participation

    • Attend and participate in Oakland Promise meetings.
    • Participate in at least one fall and one spring community event, such as the Oakland Promise Awards Ceremony, as well as all other required community events.

    Required Qualifications

    • Education: Bachelor’s Degree in a relevant field.
    • Proficiency with data analysis in R/ R/Stata/Python/SAAS, strongly preferred or demonstrated willingness to use R.
    • At least 2 years of demonstrated independent experience in leading data analysis, survey research, and evaluation research design for community-based evaluations from a social science lens.

    Preferred Qualifications

    • Education: Master’s Degree in a related field.
    • Familiarity with Salesforce or similar CRM systems.
    • Familiarity with federal grant reporting, including Department of Education.
    • Experience managing a direct report.
    • 3+ years of professional experience with:
    • Data visualization tools (e.g., Tableau, R)
    • Research design
    • Program evaluation
    • Nonprofit or community-based organizations

    Compensation and Benefits

    • Full time exempt position.
    • Salary range for this position is $100,000-110,000, commensurate with experience and qualifications.
