    WIN is looking for a compassionate, talented, and mission-driven individual with a collaborative forward-thinking spirit to join our inclusive work environment as a Senior Advisor.

    The current Administration signaled that it could shift responsibilities for refugee resettlement through the U.S. Refugee Admissions Program (USRAP) to States. The Executive Order that suspended USRAP also mandated that “to the extent permitted by law and as practicable, State and local jurisdictions be granted a role in the process of determining the placement or settlement in their jurisdictions of aliens eligible to be admitted to the United States as refugees.”

    Since early spring 2025, WIN and several partners, convened several refugee coordinators from state-administered and replacement designee states to discuss the emerging state-centric model. Our approach has been rooted in learning from those convenings.

    This role is central to advance WIN’s priorities and support the organization’s convening of refugee coordinators from state-administered and replacement designee states and ecosystem partners, focused on an emerging state-centric USRAP. The Senior Advisor will serve as a subject-matter expert for refugee resettlement and play a vital role in managing stakeholder communication and engagement with national resettlement agencies, related to national refugee focused coalitions, and other non-governmental actors. This position will report directly to the CEO and works closely with the rest of the WIN team for program implementation.

    The ideal candidate is experienced in refugee resettlement program management, knowledgeable about federal refugee resettlement grant programs, and is comfortable working with a diverse set of internal and external stakeholders.

    Responsibilities (included but not limited to):

    • Serve as subject-matter expert for refugee resettlement
    • Organize and participate in convenings alongside state refugee coordinators
    • Synthesize findings from convenings
    • Manage stakeholder communication and engagement with national resettlement agencies, related to national refugee focused coalitions, and other non-governmental actors.
    • Conduct field and desk research related to state-centered USRAP.
    • Represent WIN at meetings, convenings, and other public events.

    Qualifications

    • Minimum of 10 years of work experience in the refugee resettlement ecosystem.
    • Demonstrated experience managing a range of refugee resettlement-focused programming.
    • Strong understanding of the USRAP and ability to understand how changing laws and policies impact arriving populations.
    • Excellent written and verbal communication skills: proven ability to effectively communicate complex issues in a clear manner to multiple audiences
    • Strong interpersonal skills: must be able to work collaboratively, manage professional relationships, seek out diverse perspectives, provide and receive feedback constructively, be solution-oriented, and meet and communicate deadlines effectively.
    • Bachelor’s degree required.

    Benefits

    • Three weeks (15 days or 120 hours) of paid time off per calendar year, all Federal holidays, two floating holidays, and an agency-wide shutdown during the week between Christmas and New Year's Day.
    • Three weeks (15 days or 120 hours) of paid sick leave per calendar year.
    • $5000/year healthcare reimbursement upon submission of receipts for qualified expenses associated with medical, dental and vision insurance that you secure on your own.
    • WIN will reimburse up to 50% of a full-time employee’s monthly cellular and home internet charges, with a maximum reimbursement of $50 for each service per month upon the submission of receipts for eligible expenses.
    • Ability to enroll in the WIN 403(b) retirement plan. The organization does not offer a matching contribution at this time.
