    Description

    The Georgia Conservation Voters family of organizations is dedicated to advocating for public policies that promote a more just and sustainable future, supporting candidates who prioritize climate and environmental justice, and holding elected officials accountable for their actions and votes. The Georgia Conservation Voters Education Fund mobilizes Georgians through education, advocacy, and civic engagement, while the Georgia Conservation Voters Action Fund campaigns for climate champions. Together, these organizations strive to ensure that Georgia legislators and policymakers are held accountable for their decisions on climate and environmental justice.

    The Campaigns Director leads Georgia Conservation Voters Action Fund’s independent expenditure (IE) to influence electoral outcomes in support of climate justice and utility accountability, as well as GCV’s distinct primary purpose campaigns to engage voters and shape public accountability.

    This role owns the strategy, execution, and performance of large-scale independent expenditure campaigns through GCV Action Fund and nonpartisan primary purpose voter engagement efforts conducted through GCV. The Campaigns Director is also responsible for actively supporting fundraising for these programs by developing campaign proposals, participating in donor meetings, and helping secure the resources needed to execute ambitious campaign plans.

    The Campaigns Director reports to the Executive Director and represents GCVAF in strategic coordination with funders, partners, and vendors as appropriate.

    Core Responsibilities

    Independent Expenditure Strategy

    • Lead the design and execution of independent expenditure campaigns, including statewide and targeted district-level races such as Public Service Commission elections.
    • Develop comprehensive campaign plans for the IE PAC, including targeting strategy, voter universes, message arcs, timelines, budgets, and success metrics.

    Primary Purpose (Nonpartisan GOTV) Strategy

    • Lead nonpartisan primary purpose voter engagement and GOTV efforts conducted through the C4, focused on issue education, accountability, and civic participation.

    Paid Media, Digital, Mail, & Voter Contact Programs

    • Oversee paid voter contact programs, including digital advertising, direct mail, paid phones, text messaging, and other persuasion or turnout tactics.
    • Ensure all voter contact programs are tightly targeted, evidence-based, and aligned with campaign objectives.
    • Manage timelines and program pacing to maximize impact during early voting and Election Day periods.
    • Monitor performance data and adjust tactics in real-time to improve effectiveness.

    Research, Polling, & Message Development

    • Lead polling, message testing, and research efforts in partnership with vendors and consultants.
    • Translate research findings into actionable campaign strategy and voter-facing messages.
    • Oversee development of accountability messaging focused on affordability, utility regulation, public health, and climate impacts.
    • Ensure message discipline and consistency across all campaign materials.

    Budget, Vendor, & Financial Stewardship

    • Develop and manage campaign budgets across multiple funding scenarios, including six- and seven-figure programs.
    • Negotiate, contract with, and manage media, mail, polling, digital, and data vendors.
    • Track expenditures against campaign plans and coordinate closely with finance staff to ensure timely invoicing, documentation, and reporting.
    • Adjust campaign programs as needed to remain within budget while maximizing voter impact.

    Fundraising & Funder Engagement

    • Actively support fundraising for independent expenditure and primary purpose campaigns by developing campaign proposals, budgets, and strategic justifications for funders.
    • Participate in donor meetings, briefings, and strategy calls to explain campaign plans, progress, and impact.
    • Collaborate with development staff and the Executive Director to align campaign strategy with fundraising goals and timelines.
    • Provide timely reporting and updates to funders on campaign performance and outcomes.

    Compliance & Risk Management

    • Ensure all independent expenditure and primary purpose campaign activity complies with state and federal campaign finance laws.
    • Maintain strict firewall compliance between independent expenditure activity, nonpartisan voter engagement, and coordinated political work.
    • Ensure primary purpose voter engagement programs remain nonpartisan in content, targeting, and messaging.
    • Coordinate with legal, finance, and operations staff to manage compliance risk, reporting requirements, and audits.

    External Coordination & Representation

    • Represent GCVAF in partner tables and strategic coordination spaces related to IE and voter engagement efforts.
    • Coordinate with allied organizations to align independent and nonpartisan efforts, avoid duplication, and fill strategic gaps.
    • Serve as a senior campaign strategist representing GCVAF with funders, partners, and national allies as appropriate.

    Qualifications

    • 7–10+ years of experience leading electoral campaigns, independent expenditure programs, or large-scale political advocacy efforts.
    • Demonstrated experience managing complex, multi-channel campaigns using paid media, digital, mail, and voter contact tactics.
    • Experience designing and executing nonpartisan voter engagement or Get Out the Vote (GOTV) programs within a C4 or advocacy organization.
    • Strong understanding of campaign finance law, independent expenditure regulations, and C4 compliance requirements.
    • Proven ability to manage multi-million-dollar campaign budgets and vendor ecosystems.
    • Experience supporting fundraising efforts, including funder briefings, proposal development, or donor-facing strategy discussions.
    • Strong political judgment and ability to make strategic decisions in high-stakes, fast-moving environments.
    • Excellent written and verbal communication skills.
    • Commitment to climate justice, environmental protection, and democratic accountability.
