In 2012, Brooklyn Aids Task Force changed its name to BAC and successfully transitioned from an AIDS-centered organization to a multi-service community-based healthcare organization. Brooklyn Aids Task Force was the very first HIV/AIDS organization in Brooklyn, prioritizing serving persons living with HIV/AIDS (PLWHA) since 1986. Today, BAC provides mental health and substance use-related social services, comprehensive HIV/AIDS care, and coordinated health care and supportive services to underserved racial and ethnic minority communities in Brooklyn and other parts of New York City.
JOB SUMMARY
Reporting to the Director of Behavioral Health, the OASAS Clinical Director provides leadership and oversight for multiple programs and service delivery sites. This role requires a seasoned administrative professional with strong clinical experience to guide multidisciplinary teams in delivering person-centered, trauma-informed care to individuals with substance use and co-occurring mental health disorders.
The Clinical Director is responsible for the day-to-day operations of the First Steps 822 Outpatient Substance Use Clinic, the Satellite OASAS Clinic, the SAMHSA-funded GBHI program, and the Mobile Unit. Key responsibilities include supervising and supporting staff, crisis intervention, ensuring adequate coverage, addressing operational challenges, and maintaining smooth clinic functions. The Clinical Director will carry a small caseload in the OASAS Clinic. The role also includes monitoring program compliance, evaluating outcomes, ensuring accurate reporting, and supporting fiscal management by assisting the Director of Behavioral Health with revenue projections, budget development, and monitoring.
DUTIES AND RESPONSIBILITIES:
Supervision & Leadership
- Provide weekly individual supervision and biweekly group supervision to staff and assigned interns.
- Collaborate with the Director of Behavioral Health Services while overseeing staff on the mobile van and shelter outreach.
- Responsible for the overall implementation and management of the OASAS clinic.
- Allocate nonprofit contracts, track, and report metrics to stakeholders, and ensure timely achievement of deliverables.
- Actively participate in the recruitment, onboarding, training, and performance management of supervised positions.
- Educate staff on data collection, documentation, and reporting protocols.
- Utilize weekly electronic health record reports to measure program deliverables, ensure data accuracy, and provide constructive feedback.
- Review, develop, and implement departmental policies and procedures
- Weekly data entry into the PAS system for OASAS.
- Assists with the development and management of strategies for program funding and self-sustainability.
- Conducts annual reviews of staff performance
- Performs regular audits of staff work in an effort to assist with any major issues concerns.
- Coordinates with the director to streamline processes and overall operation of the First Steps with Client Services Rep.
- Participates in assigned internal committees.
- Attends external meetings as assigned, including but not limited to: Reentry Council and Coalition of Behavioral Health OASAS meetings
Clinic Management
- Provide daily oversight and leadership to the outpatient clinic, satellite clinic, mobile unit and GBHI program.
- Under supervision of the Director, responsible for the hiring, supervision, evaluation, scheduling, and corrective action of paid and volunteer personnel (interns).
- Submit daily, weekly, and monthly statistics with expected deliverables to ensure all metrics are met as required.
- Creates/forms linkage agreements with potential referral sources.
- Participates in assigned internal committees
- Attend external meetings as assigned,
- Facilitates weekly team meetings
- Understand and follow all policies and procedures of the department.
- Regularly review and conduct assessments of applicable legal and professional requirements and monitor treatment plans for clients.
- Initiate, implement and monitor compliance with evidence-based practices.
- Complete chart reviews and day to day clinical oversight of clinic
- Review and sign off on staff notes and documentation to ensure clinical accuracy, quality, and compliance with external funder and internal agency standards.
- Complete required documentation in a timely and high-quality manner.
- Collaborate with the client in the creation of individualized service plans, and crisis prevention plans.
Billing and Reporting
- Assists with completion of reports
- Work effectively with staff and Revenue Cycle Management to develop, implement, and maintain an efficient billing system.
- Weekly Data Entry into the PAS system for OASAS
Clinical
- Promote a culture of trauma-informed, person-centered care that emphasizes engagement, retention, and recovery.
- Regularly provide clinical training to clinical services staff and interns.
- Provides individual/group counseling as needed
- Coordinate client care through close involvement with hospitals, substance use treatment facilities, probation, and parole, etc.
- Use evidence-based individual and group treatments in substance use and mental health to address client needs (e.g., cognitive behavioral therapy, harm reduction, motivational interviewing, trauma-informed care).
- Conduct regular assessments of high-risk clients
- Assist with ongoing clinical training around de-escalation, trauma informed care and person-centered approach.
Additional Responsibilities
- Other duties as assigned are based on program needs.
- Flexibility to work varied hours, including evenings and Saturdays.
EDUCATION, WORK AND EXPERIENCE
- Minimum - Master's degree in Social Work (MSW) with an active NYS Licensed Master of Social Worker (LMSW) required; LCSW Preferred
- SIFI certification, or willingness to obtain SIFI certification in the first year, required
- Minimum of three (3) years providing clinical supervision
- Minimum of three (3) years’ experience working in a clinical/substance use program
- Familiarity with OASAS Article 822 regulations
- In-depth understanding of Harm Reduction and its core principles, with a strong knowledge of Trauma-Informed Practices.
- Demonstrated experience in generating revenue for clinical services.
- Proficiency with Medicaid managed care, and other client billing processes.
- Experience working within the community and utilizing community resources.
- Excellent verbal, written, and interpersonal communication skills
- Proficiency in Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint.
