    About Link Health

    Link Health is a mission-driven healthcare nonprofit dedicated to improving access to public benefits and social support services for underserved communities. By leveraging technology, Link Health aims to streamline benefits enrollment, support patient navigators, and apply predictive analytics in healthcare settings. As we scale our services across Massachusetts, Texas, and beyond, the fractional CTO will play a critical role in establishing and maintaining a secure, scalable, and compliant technology framework to support our technology initiatives.

    Role Summary

    • $3,000-3,000/month 1099 contractor, depending on experience and hours committed
    • The fractional Chief Technology Officer (CTO) will focus on implementing advanced AI tools, ensuring cybersecurity, HIPAA compliance, and leading a diverse tech team.
    • This role calls for a seasoned leader with a blend of technical expertise and strong interpersonal skills to mentor and manage the team.
    • The fractional CTO will be instrumental in advancing our mission by driving AI projects that enhance patient outcomes and expand access to social services.

    Required Experience and Skills

    • Strong expertise in AI/ML implementation, particularly in developing and deploying production machine learning models
    • Hands-on experience with modern software development practices, cloud infrastructure (AWS, Azure, Firebase, Superbase or GCP), and API integrations
    • Proficiency in at least one major programming language (Python, JavaScript, etc.) with the ability to review code and provide technical guidance
    • Deep understanding of HIPAA compliance requirements and healthcare data privacy regulations
    • Demonstrated experience implementing cybersecurity frameworks, conducting security audits, and managing vulnerability assessments
    • Experience developing and executing incident response and disaster recovery plans

    Key Responsibilities

    AI Development and Integration

    • Enrollment Automation and AI-Driven Support: Oversee the development and deployment of AI-driven tools designed to assist patient navigators by automating eligibility assessments and streamlining enrollment for federal benefits like SNAP, WIC, Medicare Savings Programs, and Lifeline. The CTO will lead efforts to use machine learning models that optimize application processing, reducing human error and increasing efficiency.
    • Integration with team workflows: Ensure AI tools integrate seamlessly into Patient Navigator workflows to deliver seamless service to Link Health’s patients.

    Team Leadership and Development

    • Strategic Planning and Implementation: Develop and execute a strategic technology roadmap with clear milestones and deliverables, ensuring all initiatives align with Link Health’s mission, scalability goals, and long-term vision.
    • Managing the Tech Team: Lead a diverse, multi-skilled tech team including two full-time developers and two volunteers, fostering a collaborative environment that values each member’s strengths.
    • Cross-Department Collaboration: Partner closely with patient navigation and enrollment teams to align technical initiatives with Link Health’s operational objectives, emphasizing user-centered design.

    Cybersecurity Oversight

    • Cybersecurity and data privacy vision: Create, in partnership with senior leadership, an organization-wide cybersecurity and data privacy vision and roadmap (building on the roadmap that currently exists). This roadmap should include timelines, owners and achievable goals.
    • Cyber process management: Manage internal resources and two teams of external pro bono contractors to improve cybersecurity and data privacy.
    • HIPAA Compliance and Data Protection: Ensure that all AI tools and digital infrastructure comply with HIPAA and other healthcare regulations, safeguarding sensitive patient information.
    • Security Audits and Protocols: Conduct regular security audits and vulnerability assessments, implementing proactive and advanced security protocols to prevent data breaches and safeguard patient privacy.
    • Incident Response Strategy: Develop a comprehensive incident response plan and disaster recovery plan, including data privacy protocols, to maintain trust and mitigate risks.
    • Device and browser management: Establish protocols for supporting and maintaining secure access and patient privacy within both company-owned devices and devices used in Link Health’s BYOD environment.

    Preferred Qualifications

    • Experience in healthcare technology, digital health, or health services operations
    • Background with nonprofit or mission-driven organizations
    • Knowledge of healthcare operations, compliance, and regulatory requirements
