Campaign Manager

Compensation: $28.85/hr

Hours: Part time (20hrs/week) Feb-April, Full time (40hrs/week) May-November.

Location Requirements and Preferences: This role is required to reside in Washington State. Washington Youth Alliance Action Fund is proud to call ourselves a truly statewide organization, and as such prioritizes hiring individuals who are rooted in community and can bring their experiences to our youth-led organization. We are prioritizing applications from the following geographies, although all are welcome to apply: Central Washington, North Central Washington, and the Olympic Peninsula. Position Overview

The Statewide Campaign Manager will coordinate Vote16 efforts across multiple municipalities, support youth-led organizing teams, manage coalition relationships, and ensure campaign activities align with both local ballot timelines and statewide movement-building goals. This position reports to the Washington Youth Alliance Executive Director and works closely with the Campaign Consultant.

Washington Youth Alliance Action Fund (WYA/AF) is a 501(c)(4) organization that serves as the statewide, youth‑led organizing homebase where young people turn grassroots power into political action. It combines issue campaigns, policy advocacy, and direct engagement with lawmakers to elevate youth voices on issues such as mental health funding, gun‑violence prevention, and expansion of voting rights.

About Vote16

Vote16 is an international movement to extend voting rights to 16- and 17-year-olds. In Washington State, this would include voting for city council, school board, and local ballot measures that directly impact young people's daily lives. Cities like College Park, MD and Berkeley, CA have successfully implemented Vote16. Our strategy involves building youth power through both advocacy efforts and ballot measure campaigns, adapting our approach to what's possible in each community.

The initiative recognizes that 16- and 17-year-olds work, pay taxes, and are affected by local policies, yet have no formal voice in these decisions. By lowering the voting age for local elections, we can increase civic engagement, improve voter turnout habits, and ensure youth perspectives are represented in local governance.

Position Duties & Responsibilities

Local Campaign Coordination

• Oversee ballot initiative campaigns in pilot cities
• Coordinate signature gathering efforts, including management of volunteer signature collection and quality control processes
• Develop and maintain campaign timelines across multiple jurisdictions, tracking critical deadlines for each municipality
• Support city-level organizing teams with strategic guidance, messaging consistency, and resource allocation
• Prepare local campaigns for potential legal challenges by coordinating with legal counsel on ballot language and constitutional strategy

Youth Leadership & Organizing

• Support Vote16 Co-Chairs across regional teams (Central, Eastern, Southwest Washington) in collaboration with the WYA Organizing Coordinator.
• Ensure youth remain at the forefront of campaign decision-making while providing adult support and mentorship
• Recruit and support storytellers who can speak authentically about why Vote16 matters

Coalition Building & Stakeholder Management

• Build and maintain relationships with coalition partners including youth organizations, civic groups, educators, and tribal nations
• Manage endorsement cultivation and maintain relationships with elected officials, community leaders, and organizational partners
• Facilitate productive coalition meetings that avoid 'coalition drift' and ensure meaningful participation

Campaign Operations & Planning

• Develop and regularly update statewide campaign plan in consultation with Executive Director and coalition leadership
• Manage campaign budget and cash flow, ensuring pledged funds arrive in time to meet obligations
• Support fundraising activities including preparation of donor materials, briefings, and grant reporting
• Develop voter contact, communications, and GOTV strategies appropriate for each target municipality
• Solicit proposals and manage relationships with vendors (media, digital, polling) as needed

Communications & Advocacy

• Ensure consistent, evidence-based messaging across all campaign activities
• Create review processes for earned media, social media, and paid advertising
• Support legislative advocacy efforts at the state level

Fundraising & Development

• Work with the Executive Director and development staff to execute fundraising plans in relation to the campaign.
• Support donor cultivation through briefings, meetings, and relationship management, as needed.

Position Requirements

• At least 2 cycles of campaign, organizing, or advocacy experience
• Demonstrated commitment to youth leadership and civic engagement
• Experience managing multiple projects or campaigns simultaneously
• Strong written and verbal communication skills
• Collaborative spirit and ability to work across diverse coalitions
• Comfortable with remote work and digital collaboration tools

Preferred Qualifications

• Washington State-based candidates strongly preferred
• Experience with ballot initiative campaigns or electoral work
• Bilingual in Spanish
• Experience managing budgets and campaign finances
• Background working with youth-led organizations or movements
• Familiarity with Washington State civic infrastructure and political landscape
