    Adult Education Consultant

    Description

    The Adult Education Consultant will help the Los Angeles Public Library (LAPL) transform its Adult Literacy classes—particularly for English-as-another-language learners—from informal drop-in sessions into structured, leveled courses with managed enrollment. In coordination with library staff, the consultant will organize and adapt existing curricula into clear, progressive class modules that support consistent instruction and measurable learning outcomes. They will also design systems to track learner progress, enhance volunteer training, and streamline attendance and data collection for program improvement and grant reporting purposes. This role will play a key part in building a more cohesive, scalable, and sustainable Adult Literacy program that empowers learners to advance with confidence.

    This is a project-based, fee-for-service consulting engagement with defined deliverables and milestones.

    Key Responsibilities

    • Design Leveled Classes and Support Initial Implementation—Use existing differentiated curricula in English proficiency, workforce readiness, and civic engagement to design leveled classes with clear progression pathways for adult learners, from basic literacy to advanced. Provide tools, templates, and guidance to support LAPL staff and volunteers in the initial implementation.
    • Create Structure for Managed Enrollment—Advise on best practices for enrollment management in a non-traditional educational setting. Collaborate with Adult Literacy staff to design and implement systems for enrollment, class scheduling, registration management, and student intake. Develop a monitoring process and create tools for staff and volunteers to track learner progress.
    • Develop an Evaluation Framework—including data collection protocols, instruments, and feedback mechanisms to assess class outcomes with input from learners and volunteer instructors.
    • Create Level-Specific Training Materials and Structured Curriculum for Volunteer Instructors—many of whom may not have a formal background in adult education.

    Qualifications

    • Must be eligible to work as a fee-for-service independent contractor under CA State law.
    • A doctorate or master’s degree in a related field, such as TESOL, Adult Literacy, Education, Reading Specialist, Applied Linguistics, Instructional Design, or related field, or equivalent education plus experience.
    • Proven ability to design, develop, and assess successful instructor-led courses.
    • Demonstrated track record of meeting project timelines with quality results.
    • Excellent communication, customer service, and teamwork skills are required.
      • Ability to collaborate using Microsoft Office, Google Drive, and similar programs.
      • Experience with multiple instructional models, including one-on-one tutoring, classroom instruction, and self-guided learning.
      • Experience working in an environment with volunteers preferred.
      • Multilingual speaking skills are highly desirable.

    Compensation

    Compensation will be based on delivery of milestones as follows:

    Phase: Contract Signing

    Description: 10% advance payment at contract signing (deducted from first milestone).

    Delivery Date: At contract signing

    Payment On Completion: $10,000

    Phase: Systems Development & Planning

    Description: Develop systems for enrollment, scheduling, registration, and intake, and provide implementation support.

    Delivery Date: 2-5 months after hire

    Payment On Completion: $33,750

    Phase: Training Development & Delivery

    Description: Develop and deliver staff/volunteer training (in-person & materials). The contractor will need to travel to conduct in-person training for staff.

    Delivery Date: 5-8 months after hire

    Payment On Completion: $35,000

    Phase: Class Implementation

    Description: Support the initial implementation of leveled classes by piloting selected modules and providing guidance for staff-led delivery.

    Delivery Date: 9-12 months after hire

    Payment On Completion: $43,750

    Phase: Evaluation Systems

    Description: Develop measurement & assessment plan, data collection, and monitoring systems.

    Delivery Date: 12-15 months after hire

    Payment On Completion: $26,250

    Phase: Advising & Rollout Support

    Description: Ongoing advising on enrollment management and rollout to volunteers.

    Delivery Date: 15-18 months after hire

    Payment On Completion: $17,500

    Phase: Final Sign-off Payment

    Description: 5% retained until full completion of contract.

    Delivery Date: At completion

    Payment On Completion: $8,750
