    Position Overview

    The Program & Grants Manager will manage, develop, and expand programs that advance the mission of Sustainable Contra Costa. This is a high-impact role requiring a strategic leader who can serve as a primary face of the organization. Alongside grant writing and contract management, a major focus of this position is building influential relationships with local government agencies, community leaders, and diverse stakeholders. The ideal candidate will be as comfortable advocating for sustainability in a city council meeting as they are managing a program budget or writing a technical grant.

    Responsibilities and Duties

    Community & Government Relations

    • Act as the primary liaison between SCOCO and local government agencies, city officials, and regional partners
    • Represent the organization at public meetings, government hearings, and community events to advocate for and promote SCOCO’s initiatives
    • Design and lead regional engagement strategies to increase community participation and ensure programs meet the needs of diverse populations
    • Cultivate and maintain a robust network of partners to enhance program capacity and organizational influence

    Program Management and Leadership

    • Oversee the design, implementation, and evaluation of programs to ensure alignment with organizational goals
    • Lead and mentor program staff, specifically supporting the Outreach & Engagement team in their community-facing efforts
    • Set and monitor KPIs to measure program effectiveness and community reach
    • Teach educational programs in schools as needed

    Grant Writing and Fundraising

    • Oversee the Grant Writing process, specifically identifying opportunities that align with community-based initiatives and government funding priorities
    • Work with the team to write compelling grant proposals and manage reporting requirements
    • Develop fundraising strategies in collaboration with the fundraising team

    Contract and Financial Management

    • Manage contracts with partners, funders, and service providers, ensuring compliance and high-quality deliverables
    • Oversee contract invoicing and reporting and ensure timely submission of required documentation to funders and partners
    • Work with the CEO and the finance team to prepare financial reports and forecasts related to program operations
    • Work with the CEO to manage program budgets and ensure financial accountability

    Essential Qualifications

    • Proven track record in Community Engagement, Government Relations, or Public Affairs
    • Strong political acumen and the ability to navigate complex stakeholder environments (local government, non-profits, and civic groups)
    • Successful experience managing, coaching and mentoring team members with a focus on priorities and time management with a lens for DEIB
    • Excellent public speaking and presentation skills with the ability to influence and inspire diverse audiences
    • Experience developing and implementing high-visibility public engagement campaigns
    • Proven experience in program/budget management and grant writing
    • Deep passion for community service, equity, and sustainability
