    Description

    Background

    Syrbanism, in partnership with Syria Report and other stakeholders, is piloting the development of Housing, Land, and Property (HLP) Support Units in Syria. These units aim to offer legal-technical assistance to individuals affected by HLP violations and displacement while building a scalable, locally embedded system for service provision, documentation, and coordination. The Technical Content Developer will play a central role in designing the internal operational model of the units, guiding their technical architecture, and supporting training and simulation design.

    Objective of the Assignment:

    To co-develop and technically structure the internal systems, workflows, documentation tools, and service delivery model of the HLP Support Units, in close coordination with the Legal Content Developer, Curriculum Design Lead, and other stakeholders.

    Main Tasks and Responsibilities:

    1. Design and document the internal operational model for the HLP Support Units, including staff roles, workflows, intake forms, and data flow processes.
    2. Support the integration of GIS and case documentation systems.
    3. Coordinate with Syria Report on the interface between units and external actors (referral systems,mapping, and stakeholder engagement).
    4. Provide technical content for the training curriculum and simulation exercises.
    5. Participate in joint reviews and coordination meetings.
    6. Support the piloting phase through documentation templates and guidance notes.

    Deliverables (All deliverables must be submitted in Arabic unless otherwise requested)

    1. Technical design of the HLP Support Unit’s internal workflows (incl. staff roles, intake-to-output pathways, templates): Diagrams, Word documents, tool templates 5 days
    2. Draft GIS-linked documentation and tracking system (working with GIS consultant and data team) Forms, flowcharts, system notes 4 days
    3. Co-develop external referral pathways and stakeholder coordination tools (with Syria Report and legal team) Stakeholder map, referral tools, coordination brief 3 days
    4. Develop technical content for training curriculum and simulation scenarios (process-based modules) Module drafts, visual maps, mock cases 4 days
    5. Attend training to deliver technical sessions and supervise simulations Session plan, attendance sheet, reflection notes 3 days
    6. Participate in up to 5 coordination and review sessions Meeting notes, tracked changes in shared drafts 3 days

    Total 22 Days

    Compensation:

    Applicants must propose an all-inclusive daily fee in their financial offer. This fee should cover all personal, legal, and logistical costs (taxes, insurance, communication, etc.). Payment will be based on the actual number of days worked and the submission and approval of the deliverables listed above.

    Eligibility Requirements:

    o Based in Syria and able to receive payments via a verified bank account.

    o University degree in urban planning, engineering, GIS, architecture, public administration, or a related field.Minimum 5 years of legal practice, with experience in HLP, property law, or human rights.

    o Minimum 5 years of relevant experience in technical project design, service delivery, or coordination in HLP, humanitarian, or urban recovery contexts.

    o Proven experience in process mapping, service design, or development of operational tools and

    documentation systems.

    o Familiarity with Syrian institutional structures, public service delivery mechanisms, and civil

    documentation pathways.

    o Experience collaborating with legal experts, GIS specialists, and civil society actors.

    o Excellent coordination and communication skills, and ability to work across multiple teams.

    o Fluency in Arabic; working proficiency in English preferred.
