    Description

    NCOA (www.ncoa.org) seeks an experienced contractor to support the operational functions of its Department of Labor–funded Senior Community Service Employment Program (SCSEP). This contractor will act as the primary point of contact for NCOA’s network of 20 SCSEP subgrantees, providing timely technical assistance and addressing inquiries as they arise. The duration of the contract will be through June 30, 2026.

    The contractor will also serve as the administrator for the Grant Performance Management System (GPMS), DOL’s case-management platform used to track SCSEP goals, participant progress, and overall performance.

    This engagement is expected to require an average commitment of approximately 30 - 40 hours per week.

    Detailed responsibilities include:

    • Establish and maintain relationships with primary subgrantee contacts, including holding quarterly one-on-one meetings.
    • Respond to subgrantee technical assistance inquiries from the NCOA@scsep.org mailbox within 24 hours of receiving the request.
    • Monitor the nature of technical assistance inquiries to identify topics that require additional training and deliver one semi-annual training session accordingly.
    • Set the agenda for monthly technical assistance meetings—in coordination with the Workforce Director and Senior Director—by the last Monday of each month and distribute the agenda to the field.
    • Conduct one annual monitoring review for each subgrantee between January 1, 2026, and June 30, 2026.
    • Draft NCOA SCSEP Quarterly Narrative Reports (QNRs) for DOL submission, using subgrantee QNRs, by February 15, 2026, and August 15, 2026, if required.
    • Provide project management support for the SCSEP Sector Strategy Grant and serve as the primary liaison with the Urban Institute team.

    GPMS Administration Responsibilities:

    • Respond to GPMS-related technical assistance inquiries from subgrantees within 24 hours during normal business hours.
    • Submit GPMS service tickets to DOL within 24 hours of receiving the issue.
    • Enter all required DOL data within established timelines.
    • Conduct weekly touch-base meetings with the Workforce Director and Senior Director, following the schedule that will be provided.
