    Description

    Juntos is a community-led, Latine immigrant rights organization based in Philadelphia fighting for our human rights as workers, parents, youth, and immigrants. We believe that every human being has the right to a quality education and the freedom to live with dignity regardless of immigration status. Juntos combines leadership development, community organizing, and focused collaborations with other community-based and advocacy organizations to build the power of our community members so they may be active agents of change and work against their own oppression.

    Over the past five years - especially in response to the COVID-19 pandemic - Juntos has grown significantly to meet our community’s needs. Our team has expanded from two to ten staff, and our programming has broadened to address emerging issues and gaps in services. As we continue to grow, we are seeking strategic guidance to strengthen our internal structure, clarify our priorities, and plan for a sustainable future.

    Purpose of the RFP

    Juntos is seeking a bilingual Spanish/English consultant to guide us through a strategic planning process. The consultant will work closely with Juntos’ staff, board, community members, volunteers, and partners to assess our current position and co-create a strategic plan for the next 3-5 years.

    This engagement is supported by the Homeless Assistance Fund, Inc (HAFI), which will fund the consultant directly. While Juntos will manage the day-to-day relationship with the consultant, the consultant will also participate in quarterly learning calls with HAFI to share reflections and insights from this process, as part of a broader learning effort about capacity-building partnerships between funders and community-based organizations.

    Project Budget and Logistics

    • Total Budget: Up to $25,000 for the full engagement.
    • Payment Structure: Consultant will be paid directly by the Homeless Assistance Fund, Inc.
    • Reporting Relationship:
      • The consultant will work primarily with Juntos’ Executive Director and team.
      • The consultant will participate in quarterly calls with HAFI’s Executive Director to share learnings.

    Timeline & Scope of Work: To be defined collaboratively between Juntos and the selected consultant.

    Consultant Responsibilities

    The consultant will:

    1. Design and facilitate an inclusive strategic planning process that engages staff, board, community members, volunteers, and partners.
    2. Support Juntos in developing:
      • An effective internal administrative and organizational structure that aligns with current and future growth.
      • A clear mission and program alignment, ensuring the organization’s activities reflect core priorities.
      • 3-5 year goals and strategies to guide organizational direction.
      • Recommendations for strengthening and/or updating our membership model, incorporating community input - or, at a minimum, incorporating our evolving membership model into all strategic planning activities.
      • Exploration and analysis of options for establishing a permanent home for Juntos, including the potential for a capital campaign.
    3. Develop a final strategic plan document that includes actionable goals, strategies, and implementation steps and timelines.

    Consultant Qualifications

    The ideal consultant will have:

    • Bilingual fluency in Spanish and English.
    • Lived experience and/or deep understanding of immigration and migration issues, especially those relevant to Juntos’ community.
    • Demonstrated experience leading participatory strategic planning processes with community-based and/or base-building nonprofit organizations.
    • Strong facilitation skills and an inclusive, equity-centered approach.
    • Familiarity with Philadelphia’s immigrant and social justice ecosystems.
    • Be based in Philadelphia or in the Northeast and able to visit Philadelphia regularly.

    Selection Process

    Juntos will review proposals as a team in February and reach out to connect further as needed in order to select the consultant. HAFI will not be part of the selection process but will fund the engagement.

    Proposals will be evaluated based on:

    • Alignment with the qualifications and experience listed above.
    • Quality and inclusivity of proposed approach.
    • Feasibility of timeline and deliverables.
    • Proposed fee structure within the available budget.

    Proposal Requirements

    Please include the following in your proposal (no more than 5 pages total):

    1. Cover Letter introducing yourself/your firm and outlining your interest in this project.
    2. Description of Approach – How you would design and facilitate this strategic planning process, including your methods for engaging staff, community, and board. Please also include any guidance you may have regarding expectations and time investment for our Executive Director & other stakeholders.
    3. Timeline – Proposed duration and major milestones for the engagement, beginning in March 2026 at earliest. We are open to processes that would last anywhere from 6-18 months, responsive to what is possible within the proposed budget.
    4. Experience & Qualifications – Relevant past projects, client list (if applicable), and examples of similar work.
    5. Budget – Proposed fee and allocation across project phases (within the $25,000 limit).
      1. Note: Juntos will provide monetary stipends from our internal budget to community members for their participation in this process, separate from the $25,000 for this scope of work.
    6. References – Names and contact information for 2–3 past clients.

    This is a contractor role, not an employer/employee relationship, and there are no benefits.

    Level of Language Proficiency

    A consultant should have capacity to hold and facilitate conversations in Spanish with certain stakeholders or have a plan for language access in their proposal. If needed, the final strategic plan document could be submitted in English which we would translate for community members. Candidates who have fluency in Spanish and English are preferred.
