    Background

    The project aims to establish and operationalize Housing, Land, and Property (HLP) Support

    Units in Syria. These units will serve as spaces for training, knowledge transfer, and piloting

    operational models that integrate legal, technical, and community-based approaches. As part of

    this effort, training systems and simulation exercises are being developed to prepare future staff,students, and professionals. The Curriculum Design Lead will play a key role in ensuring these

    training components are delivered effectively and in alignment with project objectives.

    Key Responsibilities

    • Lead the design of modular training curriculum (HLP law, technical profiling, ethics, operational procedures, GIS tools, participatory planning).
    • Integrate feedback from experts, referral pool, and pilot participants.
    • Ensure coherence across modules (law, technical, operational, ADRM if needed).
    • Develop training materials (slides, handouts, exercises, role plays).
    • Coordinate with GIS expert and ADRM expert to align content.

    Required Qualifications and Experience

    • Advanced degree in education, social sciences, urban studies, law, or related field.
    • Minimum 5 years of experience in curriculum development and training design.
    • Demonstrated experience in HLP, urban recovery, humanitarian or development programming.
    • Strong facilitation and adult learning skills.
    • Excellent English and Arabic writing and communication skills.

    Deliverables

    Specific deliverables will be agreed upon at the beginning of the assignment but may include:

    training materials, reports on sessions delivered, and feedback for project management.
