    Job Description: Director of Tenant Rights Counseling Programs

    The Housing Rights Committee of San Francisco (HRCSF) is a tenants’ rights non-profit serving tenants citywide since 1979, offering free counseling and organizing support for San Francisco tenants in all types of housing, including rent-control, public housing, and Section 8. Our purpose is to strengthen tenants’ rights, improve living conditions for renters, and preserve and expand affordable housing opportunities. Through our counseling program, we support more than 5,000 tenants a year, and our organizing program has helped build five tenant associations across the city since 2019.

    Position Summary:

    The Director of Tenant Rights Counseling Programs provides department-level leadership for HRCSF’s tenant counseling program, which serves residents of subsidized and private rental housing throughout San Francisco. This role is responsible for ensuring high-quality, consistent, and effective tenant rights counseling, while building the systems, structures, and staff support needed to sustain the work over time.

    The Director supervises counseling program leads, supports the development and supervision of front-line counselors, and ensures that counseling work is aligned with organizational strategy, grant and contract requirements, and broader housing justice goals. While the Director maintains familiarity with direct counseling work, this is not primarily a frontline position; the core responsibility of the role is to ensure that counselors have the training, supervision, tools, and infrastructure they need to effectively support tenants.

    This position also represents HRCSF’s counseling program with external partners and city agencies and plays an active role in organizational leadership as a member of the Director Team.

    Key Responsibilities:

    • Provide department-level leadership for tenant counseling programs, ensuring high-quality and consistent tenants’ rights counseling across multiple types of rental housing in San Francisco.
    • Supervise and support counseling program leads through coaching, training, feedback, and guidance, ensuring counselors have clear expectations, appropriate training, tools, resources, and reliable support.
    • Build, maintain, and improve systems, standard operating procedures, and workflows that support manageable caseloads, effective casework, accurate documentation, and timely reporting.
    • Translate patterns and trends from counseling casework into insights that inform organizational strategy, advocacy priorities, and housing justice efforts.
    • Represent HRCSF’s counseling program with external partners and city agencies, including the Rent Board, Department of Building Inspection, and Mayor’s Office of Housing, and ensure compliance with grant, contract, and reporting requirements.
    • Serve as an engaged member of the Director Team, sharing responsibility for organizational strengthening, cross-departmental coordination, and advancing a healthy, aligned, and effective organization.
    • Participate in internal meetings, trainings, and organizational events, and complete other administrative and organizational tasks as needed.

    Qualifications:

    Required Qualifications

    • Strong familiarity with San Francisco tenant laws and housing conditions.
    • At least three years of experience counseling tenants, providing housing advocacy, or performing direct service work in a community-based organization.
    • At least three years of experience supervising staff and/or managing teams.
    • Experience designing, implementing, or improving systems and standard operating procedures.
    • Program development, administration, and/or project management experience.
    • Ability to manage and analyze data and support program evaluation.
    • Demonstrated commitment to housing justice and racial justice.
    • Strong organizational, communication, and problem-solving skills.
    • Facility with workplace tools such as Google Workspace, Slack, Zoom, or similar platforms, with the ability to learn new systems as needed.

    Preferred Qualifications

    • Familiarity with HUD housing programs and subsidized housing regulations.
    • Experience managing teams performing high-volume, high-stakes direct service work.
    • Experience working with City and County of San Francisco–funded programs or other publicly funded service programs.
    • Experience with case management delivery or oversight.
    • Experience with data analysis and program evaluation.

    This position is a full-time non-exempt position with a current salary of $89,000.
