The National Disability Rights Network (NDRN)—the nation’s largest nonprofit membership organization dedicated to protecting and advancing the rights of individuals with disabilities—is seeking a Senior Staff Attorney – Community Integration to join our dynamic legal team.

    This is more than a legal position—it’s an opportunity to drive systemic change. You’ll help shape national strategies that ensure people with disabilities have the freedom and support to live, work, and thrive in their own communities, in keeping with the integration mandate of the Americans with Disabilities Act (ADA) and the landmark Olmstead v. L.C. decision.

    What You Will Do:

      • Provide legal technical assistance to Protection and Advocacy (P&A) attorneys and advocates on federal disability rights law, including Olmstead enforcement, Medicaid and Home and Community Based Services (HCBS) waivers, and access to housing.
      • Develop and deliver accessible, high-quality training (virtual and in-person) on litigation strategies and advocacy approaches to promote community integration.
      • Collaborate with state-level P&A programs to develop strategies for monitoring and investigating facilities and service systems.
      • Create and maintain legal resources, toolkits, and guidance documents.
      • Serve as a subject matter expert and liaison with federal agencies and national partners.
      • Draft policy proposals, position papers, and regulatory comments advancing disability rights and inclusion.
      • Support NDRN-led projects and grants related to community living and deinstitutionalization.
      • Contribute to reports demonstrating the impact of P&A advocacy.

    Qualifications:

      • Juris Doctor (JD) from an accredited law school; licensed and in good standing in at least one U.S. jurisdiction.
      • Minimum 7 years of legal experience, including litigation and/or policy advocacy in disability rights, civil rights, or health law.
      • At least 4 years of cumulative direct experience representing clients in federal civil litigation and/or state Medicaid administrative hearings.
      • Demonstrated expertise in Olmstead enforcement, Medicaid law, HCBS, and federal disability rights statutes.
      • Strong legal research, writing, and communication skills.
      • Proven ability to design and deliver engaging legal trainings for adult learners.

    Preferred Qualifications:

      • Experience with nonprofit legal services or systemic litigation under the ADA or Medicaid Act.
      • Familiarity with institutional oversight, accreditation standards, or state-level service systems.
      • Experience collaborating with federal agencies or national advocacy organizations.

    Location & Work Environment

    Washington, D.C. – Remote. Occasional travel and weekend work, as needed.

    Compensation and Benefits

    • Salary Range: $100,000 - $110,000
