    About Us:

    Community Counseling and Mediation (CCM) is a Brooklyn-based behavioral health organization dedicated to addressing the complex challenges of mental illness, substance abuse, and related issues. Since 1982, CCM has provided culturally sensitive, community-centered services including counseling, mental health care, education, and supportive housing to over 25,000 individuals annually across Brooklyn and Manhattan. Operating more than 25 integrated programs, CCM serves some of the city’s most underserved populations with a focus on empowerment and healing.

    Position Overview:

    The Senior Director of Clinical Services will oversee the clinical and operational functions of CCM’s Article 31 clinics. This role ensures regulatory compliance, high-quality service delivery, and continuous program improvement. Reporting to the Chief Operating Officer (COO), the Senior Director will manage Program Directors, support special projects, and identify potential risks or operational challenges to promote program success.

    Key Responsibilities:

    • Supervision & Leadership: Provide clinical and administrative oversight to Program Directors, ensuring programs meet performance goals and quality standards.
    • Compliance Management: Ensure adherence to New York State Office of Mental Health (OMH) regulations and prepare for audits in collaboration with regulatory bodies.
    • Program Development: Enhance clinic operations by updating policies, procedures, staff training, and productivity initiatives.
    • Operational Oversight: Manage program operations to achieve utilization, census, and productivity targets while maintaining cost efficiency and service quality.
    • Regulatory Adaptation: Lead policy revisions to stay aligned with evolving regulatory requirements.
    • Risk Management: Oversee incident reviews and ensure compliance with internal standards and regulatory reporting, including NIMRS.
    • Cultural Competency & Outreach: Foster diversity and cultural sensitivity in services; engage in community outreach to better serve the populations.

    Minimum Qualifications:

    • Licensed Clinical Social Worker (LCSW) or Licensed Psychologist (Ph.D.)
    • Extensive knowledge of Medicaid Compliance, OMIG, OMH guidelines, and OMH Standards of Care
    • Minimum 5 years’ experience serving vulnerable populations, including homeless individuals, those with substance use disorders, and veterans
    • At least 5 years in leadership roles, with 4+ years supervising clinical staff
    • Expertise in counseling supervision, community program administration, and strategic planning

    Preferred Qualifications:

    • Experience managing Article 31 Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) clinics
    • Familiarity with OMH Part 599 regulations and standards of care
    • Bilingual in Spanish (preferred)
    • Social Work Field Instructor (SIFI) certification (preferred)
    • Flexible availability to meet program needs
