    Description

    Role Responsibilities

    Contract & Subaward Administration

    • Review, negotiate, execute, and amend subawards and procurement contracts.
    • Review contract and subaward terms and conditions to identify compliance risks, inaccuracies, and operational impacts, and recommend mitigation strategies.
    • Maintain accurate, complete, and auditready
    • contract and subaward records for externally funded projects.
    • Serve as administrator and primary point of contact for federal GSA Multiple Award Schedule contracts.

    Compliance & Subrecipient Oversight

    • Maintain working knowledge of applicable federal regulations, including 2 CFR 200 (Uniform Guidance), Federal Acquisition Regulations, and organizational policies.
    • Ensure appropriate stewardship of restricted grant funds in compliance with funder requirements and internal controls.
    • Lead annual subrecipient risk assessments process and ensure required special conditions are incorporated into subaward agreements.
    • Monitor subrecipient financial reporting and performance; coordinate desk reviews, corrective actions, and follow‑up activities as needed.
    • Support internal and external audits by preparing schedules, analyses, and supporting documentation.
    • Conduct subrecipient audits virtually or in person as needed.
    • Prepare and submit required federal reporting related to subawards and contracts through SAM.gov (formerly FSRS).

    Procurement & Vendor Management

    • Administer procurement activities in accordance with organizational procurement policies and funder requirements.
    • Review internal purchasing requests and initiate purchase orders within the financial system.
    • Draft and maintain standard procurement contract templates and scopes of work.
    • Support program staff in strategic sourcing efforts and vendor negotiations.
    • Identify and mitigate financial, legal, and operational risks associated with vendor contracts.

    Communication & Training

    • Serve as a resource to internal staff and external partners on contract, procurement, and compliance matters.
    • Advise Program Managers and leadership on interpretation of contractual and regulatory requirements.
    • Contribute to the development and maintenance of organizational policies and procedures related to subawards, procurement, and contract management.
    • Assist in the development and delivery of training related to contract and compliance topics.

    Required Qualifications

    • Bachelor’s degree in business administration, legal studies, finance, or a related field, or an equivalent combination of education and relevant experience.
    • Experience with federal grant compliance requirements.
    • Experience administering subawards and/or procurement contracts.
    • Strong analytical skills with the ability to evaluate contractual and financial information for compliance and risk.
    • Excellent written and verbal communication and negotiation skills.
    • Ability to manage multiple priorities and deadlines in a collaborative, remote work environment.
    • Proficiency in Microsoft Office suite.
    • High attention to detail and accuracy.

    Preferred Qualifications

    • Experience managing subawards under federal grant funding.
    • Specialized knowledge of contract law and legal principles.
    • Contract Management certification.
    • Experience with GSA Multiple Award Schedule federal contracting.
    • Nonprofit operations experience.

    Level of Language Proficiency
