    Description

    Background

    Syrbanism, in partnership with Syria Report and other stakeholders, is implementing a pilot project to design and test HLP Support Units in Syria. The units aim to provide tailored legal-technical support to individuals facing housing, land, and property (HLP) rights challenges, while building scalable systems for coordination, documentation, and service referral. This assignment contributes directly to the development of the internal functioning of these units and their external integration with the wider HLP ecosystem.

    Objective of the Assignment:

    Syrbanism, in partnership with Syria Report and other stakeholders, is implementing a pilot project to design and test HLP Support Units in Syria. The units aim to provide tailored legal-technical support to individuals facing housing, land, and property (HLP) rights challenges, while building scalable systems for coordination, documentation, and service referral. This assignment contributes directly to the development of the internal functioning of these units and their external integration with the wider HLP ecosystem.

    Main Tasks and Responsibilities:

    1. Co-develop the internal legal service design of the HLP Support Units (processes, roles, documentation flows, and client pathways).
    2. Draft content and learning materials for the training curriculum and simulation tools (for use by legal facilitators and volunteers).
    3. Collaborate with Syria Report and the technical advisor on developing referral pathways and coordination protocols between the HLP Units and other actors.
    4. Provide legal sessions and supervise practical simulations during the training.
    5. Participate in regular coordination meetings and joint reviews of tools and protocols.

    Deliverables (All deliverables must be submitted in Arabic unless otherwise requested)

    1. Draft and co-develop legal frameworks, tools, and procedures for the internal functioning of the HLP Support Units (including intake, case processing, documentation, and archiving tools), 5 days Word, documents, forms, annotated tools
    2. Develop and refine legal referral protocols and coordination mechanisms with external actors (including Syria Report) Draft protocols and flowcharts 4 days
    3. Prepare legal content for training curriculum, including adapted modules, simulation cases, and visual/legal exercises Training module sections, slides, annexes 4 days
    4. Deliver 1–2 legal training sessions and supervise legal aspects of simulation exercises (minimum 10 participants) Session plan, facilitation notes, attendance sheet 3 days
    5. Participate in coordination and review meetings with Syrbanism and technical/legal partners (up to 3 meetings) Meeting notes, contributions to drafts 4 days

    Total 20 Days

    Compensation:

    Applicants must propose an all-inclusive daily fee in their financial offer. This fee should cover all personal, legal, and logistical costs (taxes, insurance, communication, etc.). Payment will be based on the actual number of days worked and the submission and approval of the deliverables listed above.

    Eligibility Requirements:

    o Based in Syria and able to receive payments via a verified bank account.

    o University degree in law, legal studies, or a related discipline.

    o Minimum 5 years of legal practice, with experience in HLP, property law, or human rights.

    o Strong knowledge of Syrian legal frameworks relevant to housing, land, and property rights, including Law No. 10, Decree 66, and other relevant legislation.

    o Demonstrated experience in training content development, legal aid delivery, or HLP policy design.

    o Proven ability to coordinate with multiple actors and work in collaborative environments.
