    Data for Health Initiative:

    The Bloomberg Philanthropies Data for Health Initiative (D4H) aims to enhance public health data collection and use in low- and middle-income countries. Under this Initiative, Vital Strategies, in partnership with other global public health organizations, is implementing a multi-year program to provide support to numerous countries in Africa, Latin America, Asia, and the Pacific in improving public health data systems, such as civil registration and vital statistics and cancer registries, and enhancing the use of data for decision making.

    Job Purpose:

    The Financial Grants Manager, Data for Health will be responsible for ensuring the accuracy of all commitments and expenses for internal and external budget management and reporting to donors. D4H is inclusive of four main projects, each with their own respective budgets: Civil Registration & Vital Statistics (CRVS), Data Impact (DI), Global Grants Program (GGP) and Cancer Registries (CR). The Financial Grants Manager will work in close collaboration with the program team, the Finance Division, external contractors, and vendors.

    This role may be based in the tri-state or District of Columbia areas. The candidate must have authorization to work legally in the respective country at the time of hire. If based in the tri-state area, the candidate must follow Vital’s hybrid work schedule. We offer highly competitive compensation and comprehensive benefits. The salary range for this position is $85,000 USD to $95,000 USD.

    Duties and Responsibilities:

    • Review all currently open purchase orders and expense commitments to ensure accuracy; work with program teams on close-outs of aging POs; review proposed de-obligations and subsequent re-programming of unused funds;
    • Work with the Grants Associate and Grants Coordinator to complete the monthly reclass process, verifying proposed reclasses before submission to Accounting as needed;
    • Support the Senior Grants Manager in working with DFH program teams on the completion of annual workplan budgets, personnel projections, and other internal budgeting exercises to provide ongoing support in donor fund management. Meet with the programs team every month to review spending burn rates;
    • Work with the Business Intelligence Analyst to ensure the DFH Power BI dashboards are accurate, reviewing all fiscal agent/sub-grantee expense reports before submission to Accounting for NetSuite upload and all changes to modified country and overall budgets are reflected;
    • Support the Senior Grants Manager in reviewing commitment and expense data to accurately complete scheduled financial donor reports/ projections, budget submissions/authorizations, and respond to requests for financial information and support to audits;
    • Assist the Senior Grants Manager, DFH, and the Director, Grant Management and Administration to ensure portfolio compliance with internal policies and standard operating procedures;
    • Keep abreast of, interpret, and provide guidance to assigned program staff on organizational regulations and policies; educate staff on contract compliance and operational topics;
    • Update standard operating procedures specific to DFH overall or specified projects within the DFH grant portfolio;
    • Perform other duties as assigned.

    Qualifications:

    Education and Degree -

    • Bachelor’s degree in finance, business management, or a related field preferred.

    Skills and Abilities -

    • High attention to detail and accuracy;
    • Advanced expertise in MS Excel, including proficiency in using pivot tables, V-lookups, and working knowledge of PowerPoint;
    • Ability to multitask, and provide excellent customer service and courteous team support;
    • Strong skills in establishing work priorities and the timely meeting of deadlines and milestones;
    • Able to communicate with varied audiences clearly and credibly;
    • Commitment to valuing diversity and contributing to an inclusive working and learning environment;
    • Ability to work in an international setting with colleagues in different time zones.

    Experience:

    Required -

    • Minimum six to seven years of finance and/or grants management experience, and budgeting experience;
    • Experience in reviewing financial data for donor reporting and creation of routine monitoring reports for budget holders;
    • Experience working in a non-profit or foundation setting;
    • Experience in working with global teams in multiple time zones.

    Preferred -

    • Experience using Power BI (DAX functions, Power Query/M formula language);
    • Minimum of 4 years of experience in accounting, audit, donor, and fiscal agents/sub-grantees.

    Working Conditions and Physical Requirements:

    • The position will be required to travel internationally up to 10% of the time to attend meetings;
    • The candidate must be willing to work and be flexible with colleagues across different time zones.
